📋 Description

• Support a portfolio of projects, including the global EpiC project • Coordinate financial operations and provide financial monitoring and guidance to country offices • Ensure the fiscal well-being of supported projects • Provide financial management guidance and conduct analyses of financial data • Prepare budget analyses and required donor reports to ensure compliance with donor requirements • Guide financial success through analytical expertise, business strategies, and customer relationships • Create, review, and monitor multiple country program budgets ranging from $1M to $20M annually • Collaborate with staff across teams and offices to update cost-to-complete analyses • Assist with subaward management, including capacity assessment and budget/expenditure monitoring • Provide on-site and remote financial technical assistance to country-based staff • Provide guidance on procurement and compliance policies and regulations • Interpret and explain discrepancies and variations in financial data • Process invoices from sub-awardees, consultants, and vendors, along with travel expense reports • Independently analyze and resolve complex challenges • Use financial systems to produce reports, analyses, financial models, and databases • Interpret, analyze, and evaluate data while ensuring compliance with state and federal statutes and GAAP • Apply advanced technical and administrative knowledge and defend analyses and recommendations • Serve as a subject matter expert and potentially lead teams on complex issues • Document complex or unique issues and articulate written conclusions • Implement, enhance, and evaluate tools, systems, and processes • Serve as a trusted advisor to management • Work with minimal direction, participate in determining assignment objectives, recommend or make selection decisions, and develop and improve work plans

🎯 Requirements

• Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting or Related Field, or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities • 8 years of progressively responsible accounting, finance and operational management experience • Experience providing financial management of Department of State global awards • Direct support to program and country offices • Direct oversight of subrecipients and execution of subrecipient pre-award and monitoring tasks • Hands-on experience creating budgets, monitoring costs, and preparing estimate to complete analyses • Advanced knowledge of U.S. Government grants, contracting and auditing standards • Excellent analytical and organizational skills • Clear, positive, articulate and professional communication with clients and staff • Fluent English required; fluent French preferred • Experience in a non-governmental organization, government, or private sector preferred • Experience working under minimal supervision • Proficiency in spreadsheet software required • Ability to spend long hours looking at a computer screen and doing repetitive keyboard work • Ability to sit and stand for extended periods • Ability to lift/move up to 5 lbs • Willingness/ability to travel 10–15% • Personnel must complete appropriate screening checks, including reference, criminal record and terrorism finance checks, and comply with the code of conduct
