📋 Description

• Set FHI 360’s technical direction for procurement and supply chain management across projects • Lead national supply chain strengthening with ministries of health, national supply chain agencies, and central medical stores • Direct commodity security, logistics management information systems, cold chain, vaccine logistics, and health commodity quality assurance • Establish technical positions on private-sector engagement and total market approaches • Lead supply chain transition and sustainability planning • Coordinate technically with global procurement and financing partners • Set minimum technical standards, tools, and job aids and approve supply chain deliverables • Build supply chain technical capacity within FHI 360 and country teams • Oversee technical portions of complex project plans and provide technical leadership for project design and implementation • Design supply chain components of country workplans and country buy-ins • Support proposal research, business development, client/funder relationships, reports, and presentations • Lead supply chain technical design for country buy-ins, follow-on funding, and new business • Supervise team members as needed and lead professional development efforts • Prepare technical reports and present deliverables, outputs, and results to donors • Lead peer-reviewed publications and external communications arising from project work • Review project technical effectiveness and recommend enhancements • Create local, national, and regional guidelines and normative policies • Ensure technical deliverables and implementation meet industry best practices and contractual obligations • Identify technical risks and create mitigation plans • Ensure health commodities meet quality-assured sourcing, storage, traceability, and continuity-of-supply requirements • Advise senior management, conduct technical briefings, oversee projects, and contribute to strategic planning • Direct and control technical functional areas across multiple countries

🎯 Requirements

• Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field • Minimum 15+ years of relevant experience in a specialized technical or medical field • Documented experience as an invited speaker or presenter at relevant conferences or meetings • Authorship of technical or service-delivery guidelines • Significant contribution to peer-reviewed publications • Experience developing strategy or performance standards for projects or services • Prior experience in an NGO, government agency, or private organization • At least 10 years of experience in health supply chain management in low- and middle-income countries, including direct responsibility for quantification and forecasting, procurement, or distribution • Experience leading supply chain strengthening with ministries of health, national supply chain agencies, or central medical stores • Experience with US Government-funded health programs and related procurement, reporting, and compliance requirements • Working knowledge of at least one operational logistics management information system, such as eLMIS, OpenLMIS, mSupply, or a national equivalent, and its interface with DHIS2 • Strong knowledge of procurement, forecasting, warehousing, distribution, inventory management, cold chain, vaccine logistics, commodity security, and quality assurance • French in addition to English strongly preferred • Portuguese an asset • Project Management certification preferred • Professional supply chain certification such as CSCP, CPIM, CIPS, or equivalent preferred • Preferred fields include Pharmacy, Supply Chain Management or Logistics, Public Health, Industrial Engineering, or Business Administration • Ability to use personal computer or laptop, Microsoft Office 365, SharePoint, Skype/Zoom/Teams, mobile technology, and standard office equipment • Ability to spend long hours at a computer and perform repetitive keyboard work • Ability to sit and stand for extended periods • Ability to lift or move up to 5 lbs. • Willingness and ability to travel 10%–25% • Must satisfy reference, criminal record, and terrorism finance screening checks • Must sign FHI 360’s code of conduct and comply with safeguarding commitments
