• Provide strategic leadership and oversight for all outside plant construction activities, including network expansion, maintenance, relocations, and capital improvement projects • Direct planning, permitting, design coordination, construction, and closeout of network infrastructure projects • Lead construction managers, field supervisors, contractors, inspectors, and vendor partners to deliver projects on time, within budget, and to company standards • Develop and monitor construction budgets, capital expenditures, cost forecasts, and project schedules • Oversee permitting activities and maintain relationships with municipalities, DOTs, utility agencies, and regulatory organizations • Manage contractor performance, contract administration, production tracking, milestone reporting, and invoice approvals • Collaborate with engineering, operations, and network planning teams on project design, lateral construction, network expansion, and infrastructure improvements • Establish and monitor construction quality standards, safety compliance requirements, and restoration procedures • Lead emergency response, network restoration, and disaster recovery initiatives • Develop performance metrics, reporting dashboards, and operational reviews for continuous improvement and accountability • Ensure accurate project documentation, redlines, as-built approvals, asset records, and mapping-system accuracy in OSP Insight and related platforms • Support long-term network planning and capital project prioritization through data analysis and operational forecasting • Promote safety, operational excellence, collaboration, and employee development across construction teams
• Bachelor's degree in Engineering, Construction Management, Telecommunications, or a related field; equivalent combination of education and industry experience may be considered • 8+ years of progressive experience in telecommunications construction, utility construction, or network infrastructure deployment, including leadership responsibility • 5+ years of management experience overseeing construction teams, contractors, and large-scale infrastructure projects • Demonstrated experience managing multimillion-dollar construction programs, budgets, and vendor relationships • Strong knowledge of OSP design, construction methods, permitting processes, and utility regulations • Excellent leadership, organizational, project management, and communication skills • Proficiency with Microsoft Office applications, project management software, GIS/mapping platforms, and network asset management systems • Current valid driver's license and ability to travel to project sites as needed • Professional certifications such as PMP, PE, CMP, or equivalent industry credentials preferred • Experience with fiber optic network deployment and broadband infrastructure construction preferred • Knowledge of telecommunications permitting and regulatory requirements across multiple jurisdictions preferred • Experience leading large-scale network expansion, maintenance, and restoration programs preferred
