📋 Description
• Utilize DC Water's Oracle ERP system daily to track solicitations, manage vendor data, and monitor contract milestones • Assist with the end-to-end sourcing, evaluation, and awarding of complex capital construction and A&E service contracts • Draft and review solicitations, Requests for Proposals (RFPs), Invitations for Bids (IFBs), scopes of work, and formal contract modifications • Ensure all contract actions comply with DC Water procurement regulations, federal guidelines, and local statutory requirements • Coordinate evaluation panel sessions • Document vendor questions and answers • Maintain comprehensive, audit-ready contract files • Directly assist a Procurement Official in supporting procurement portfolios for large-scale utility infrastructure
🎯 Requirements
• Proven hands-on experience navigating and executing procurement workflows within Oracle ERP • Minimum 3+ years of direct experience managing procurements specifically for construction or Architecture & Engineering (A&E) services • Utility or public sector experience highly preferred • Deep understanding of qualification-based selection for A&E • Deep understanding of competitive bidding for construction • Knowledge of contract administration • Exceptional professional written and verbal communication skills • Ability to interface with DC Water project managers and external contractors
