📋 Description

• Apply a broad range of advanced skills and expertise in the full range of federal HR areas including but not limited to staffing, classification, processing, benefits, recruitment, compensation, SES programs, work life programs, policy and employee and labor relations. • Review position applications to determine basic qualifications, adjudicate veterans’ preference, and prepare selection certificates for issue. • Apply pay setting calculations for use by to extend job offers. • Perform law enforcement pay setting to include accurate conversion of general pay and special pay schedules to the law enforcement pay schedule. • Develop and review standard operating procedures (SOP) and job aids for existing, new, or emerging staffing programs. • Develop and build specialized ad-hoc applicant metrics, reports, and associated spreadsheets. • Validate applicant selections. • Interpret and apply laws, rules, and regulations, to include Executive Orders (EO’s) Title 38, Delegated Examining Unit (DEU) regulations, 5 Code of Federal Regulations (CFR), the Vet Guide, and other regulatory guidance to federal hiring actions.

🎯 Requirements

• Master’s Degree required • 10 years of federal Human Resources experience (can be either working as a federal employee or government contractor supporting a federal agency). • Delegated Examining Certification and HRM Certificate from an accredited academic institution. • When a Task Order includes tasks related to drug testing and site collection, the candidate must possess knowledge of Health and Human Services Guidelines for federal drug testing and possess a valid driver’s license. • The contractor candidates must be capable of air travel. • Must be U.S. citizen or Legal Permanent Resident and must currently reside in the United States or its Territories. • Additionally, employees are required to have resided within the United States or its Territories for three or more years out of the last five. • Intermediate to advanced technical proficiency in the full Microsoft Office Suite. • Strong written and oral communication skills. • Advanced presentation skills. • Ability to work effectively within a group or individually. • Advanced organization and leadership skills. • Understanding and familiarity with industry best practices. • Exceptional time management skills. • Depending on the specific tasks, may be required to have advanced knowledge of NFC, eOPF, WebTA, SharePoint, Oracle, Java Script, SQL, and other information technology system.
