📋 Description

• Serve as the Government’s single focal point for design, implementation, and coordination • Act as the primary technical liaison across CMS/CCIIO and contractor leadership • Direct and manage GDIT contract performance, including SLAs, KPIs, and CPARs outcomes • Provide leadership, supervision, and guidance for all personnel, including subcontractors and teaming partners • Lead multiple concurrent projects and releases across scope, schedule, resources, risk, and delivery quality • Coordinate technical and operational teams across scrum and operational workflows • Structure operational workflows and establish governance and continuous improvement initiatives using Agile best practices • Develop strategy documents, vision papers, technology analyses, and executive briefings • Translate policy direction into actionable delivery plans • Facilitate data strategy and governance for IDR and ACA operations • Provide technical oversight across cloud and enterprise platforms such as AWS and Salesforce • Drive incident, problem, and change management effectiveness • Design and implement KPI dashboards and reporting for performance, service levels, and backlog reduction • Prepare Level of Effort estimates and lead change-request impact analyses • Champion automation, efficiency, and modernization, including AI/ML-enabled optimization

🎯 Requirements

• Bachelor’s degree • 8+ years of program/project management experience • 8+ years of experience managing CMS programs and/or projects • Experience leading large-scale government or enterprise programs with distributed teams • Managerial experience in a mission-critical technical environment with a significant number of direct staff • Skills in problem resolution, manpower utilization, and employee relations • Experience organizing, directing, and managing complex inter-related teams and functions • Experience managing senior-level client interfaces • Demonstrated Agile experience across the full development lifecycle • Proficiency with Atlassian JIRA and Confluence • Strong presentation and briefing skills • Experience with cloud/platform operations such as AWS and Salesforce • Experience with data governance supporting ACA operations • Strong analytical skills; experience creating schedules, tracking deliverables and metrics, and producing dashboards and insights • Proficiency with Microsoft Office, including Project or comparable tool • Must have lived in the United States at least 3 of the last 5 years • Must be willing and able to obtain a Public Trust clearance • Work visa sponsorship will not be provided • Preferred: Salesforce services and development experience; Salesforce data management knowledge • Preferred: AI/ML adoption experience for operational modernization • Preferred: Active PMP and/or Scrum/Agile/SAFe certifications • Preferred: Cloud certifications and/or hands-on AWS or Salesforce experience • Preferred: Experience supervising, mentoring, and developing teams through modernization and migration initiatives
