📋 Description

• Lead the end-to-end vendor lifecycle from sourcing and procurement through contracting, governance, performance management, renewals, and termination. • Develop and execute enterprise vendor management and procurement strategies aligned with business objectives. • Lead strategic sourcing initiatives, including RFIs, RFPs, vendor evaluations, and contract negotiations. • Oversee vendor governance programs, performance scorecards, SLAs, and risk management activities. • Drive vendor performance improvement and resolve service, quality, and contractual issues. • Build partnerships with internal stakeholders and external vendors. • Manage key supplier relationships and complex commercial negotiations. • Leverage AI, automation, and analytics to improve vendor insight, procurement efficiency, and decision-making. • Evaluate emerging technologies, suppliers, and market trends. • Ensure compliance with organizational policies, contractual requirements, and regulatory standards. • Maintain understanding of applicable OPM procurement requirements and implement compliant sourcing, contracting, approval, documentation, and oversight processes. • Support OPM audits, inquiries, and reviews by coordinating procurement records, approvals, contracts, vendor documentation, and compliance evidence. • Lead and develop procurement and vendor management team members while fostering accountability, innovation, and continuous improvement.

🎯 Requirements

• Bachelor’s degree in business, Supply Chain, Finance, Healthcare Administration, Information Technology, or a related field. • 10+ years of experience in procurement, strategic sourcing, vendor management, contract management, or supplier governance. • 5+ years of experience leading procurement, sourcing, or vendor management teams. • Strong knowledge of procurement operations, vendor lifecycle management, contracting, negotiations, and third-party risk management. • Experience managing vendor performance through metrics, scorecards, SLAs, and governance processes. • Proficiency using AI-powered tools, automation platforms, analytics solutions, and procurement technologies. • Strong analytical, financial, problem-solving, and decision-making capabilities. • Excellent communication, negotiation, stakeholder management, and executive presentation skills. • Ability to influence and collaborate across business, technology, legal, compliance, and finance functions. • Must have non-cellular high-speed internet service such as Fiber, DSL, or cable modem for a home office. • Minimum internet speed of 30 Mbps download and 5 Mbps upload. • Latency response time lower than 80 ms. • Hotspots, satellite, and wireless internet service are not allowed. • Dedicated space without ongoing interruptions to protect member PHI/HIPAA information. • Preferred: MBA or other advanced degree. • Preferred: Professional certifications such as CPSM, CPCM, PMP, CIPS, or equivalent. • Preferred: Experience in healthcare, health insurance, highly regulated industries, federal contractors, or government-regulated organizations. • Employees must reside outside U.S. territories and the listed ineligible states: Alaska, Hawaii, California, Washington, Oregon, Colorado, Wyoming, Montana, New York, Connecticut, Vermont, Pennsylvania, and Maine.
