📋 Description

• Analyze RFPs/RFQs, contract requirements, special provisions, terms and conditions, and representations and certifications to confirm proposal compliance • Generate detailed pricing proposals consistent with the firm's pricing strategy • Develop cost proposal schedules, cost models, and cost narratives using estimating techniques such as historical data and statistical techniques • Apply estimating techniques and pricing strategies to Time and Material, Cost Reimbursable, and Fixed Price government contracting vehicles • Review staffing solutions and/or prepare Basis of Estimate (BOE) for accuracy and compliance • Manage distribution of pricing data calls to subcontractors and respond to pricing data calls from prime contractors • Assess operational viability and integrity of cost assumptions and develop improved assumptions when applicable • Prepare proposal cost volumes, pricing schedules, and estimating methodology descriptions • Lead analysis of subcontractor proposals for reasonableness • Collaborate with proposal pursuit teams and lead pricing strategy discussions • Develop and implement pricing strategy techniques and procedures for profitable, winning proposals • Oversee financial information associated with budgeting, forecasting, pricing, planning, and cost control of government contracts

🎯 Requirements

• Demonstrated prior success in cost proposal development for all U.S. government contract types • Understanding and application of key attributes analysis for RFPs/RFQs and how terms, conditions, requirements, evaluation approaches, and factors affect pricing strategy • Experience with government customer proposal requirements • Strong customer focus and professional demeanor • Excellent interpersonal skills • Strong organizational and coordination skills • Excellent quantitative analysis skills • Bachelor's Degree; four additional years of professional experience may substitute for the degree • Minimum 5 years of experience • Highly proficient in Microsoft Excel, including advanced formulas such as macros and IF statements • Knowledge of Microsoft Word and other Microsoft applications • Ability to deliver complex information in succinct and comprehensive presentations • Experience developing and implementing pricing strategy techniques and procedures • Experience with government contract budgeting, forecasting, pricing, planning, and cost control • Experience preparing proposal cost volumes and pricing schedules • Experience analyzing subcontractor proposals for reasonableness in accordance with FAR Subpart 15.4 and firm policies • Excellent verbal and written communication skills • Attention to detail and ability to multitask and prioritize in a fast-paced, deadline-driven environment • Travel required up to 10% • No security clearance required
