• Manage academic policies and students’ academic records across the American Public University System • Collaborate with division registration departments to implement efficient, consistent data management, student records management, and performance management practices • Provide strategic and operational leadership for Registrar Services • Develop and implement current and new system policies • Analyze policies and lead policy development and revision • Develop, implement, and maintain the system catalog and coordinate standard publication cycles with divisions • Develop and manage the annual department budget • Unify FERPA practices across the System • Interpret, communicate, monitor, and implement policies and procedures for students • Manage vendor relationships for records-management services, including National Student Clearinghouse and Parchment • Develop and maintain system transcript standards • Implement processes for transcripts, transfer of credit, articulation standardization, enrollment verification, and background investigation requests • Analyze service metrics and maintain service-level agreements • Ensure compliance with military benefits processing, VA certification, DOD MOU requirements, and military portals • Handle student escalations regarding system policies and procedures • Lead technology initiatives to improve productivity, quality control, and student experience • Lead a team of registrar professionals • Analyze academic retention policies and lead recommended changes • Collaborate with registration leaders on professional development and system training • Participate in commencement exercises upon request • Perform other duties as assigned • Report directly to the Chief Academic Officer
• Registrar’s office experience required, with a minimum of 5+ years of registrar leadership • Minimum 7 to 10 years of successful supervisory and management experience in a complex higher education environment preferred • Master's degree required • Substantial knowledge of higher education record-keeping practices • Knowledge of students’ confidentiality rights and FERPA • Knowledge of higher education rules, regulations, procedures, online learning structures, and student development and learning theories • Expertise designing and managing diverse higher education academic structures, including term-based and non-term formats and quarter and semester hour systems • Ability to ensure compliance with federal regulations and institutional standards • Well-developed organizational and administrative skills • Ability to prioritize multiple projects and deadlines in a fast-paced environment • Knowledge of the latest technological developments in higher education preferred • Strong analytical skills, logical reasoning, data analysis, and decision-making abilities • Excellent written and verbal communication skills • Stakeholder engagement and collaborative leadership skills • Demonstrated accuracy and thoroughness, with ability to monitor work quality
