📋 Description

• Lead teams conducting open-source policy research, data analysis, and GIS-based spatial analysis for recovery planning, hazard mitigation plans, grant strategies, and grant applications • Serve as technical lead for hazard mitigation plans, resilience strategies, and long-term recovery plans • Facilitate stakeholder and public engagement • Execute risk and vulnerability assessments • Integrate mitigation priorities with local land-use and capital-improvement planning • Draft grant-funding roadmaps • Conduct and oversee economic analyses and benefit-cost analyses for federal funding applications and planning studies • Develop client-ready plans, reports, grant narratives, maps, figures, infographics, and graphics • Manage internal project teams and oversee technical work • Manage key clients and projects, maintain client satisfaction, and identify growth opportunities • Assist with business development, opportunity capture, proposal writing, white papers, opinion pieces, and marketing support

🎯 Requirements

• Bachelor’s Degree in Planning, Public and/or Environmental Justice or Policy, Economics or similar field • 8+ years of experience in community, regional, or hazard mitigation planning, including research, data and policy analysis, grant management, and developing plans, policies, technical reports, and FEMA mitigation grant applications • 5+ years of experience conducting GIS and/or economic analysis related to resilience or hazard mitigation planning • Strong writing and written communication skills, including authoring plans, technical reports, and government grant narratives • Willingness and ability to travel by flight and vehicle throughout the United States as requested • Valid current U.S. driver’s license and successful completion of an MVR check • Experience with natural hazard resilience concepts, risk assessments, and hazard mitigation solutions • Experience with FEMA Hazard Mitigation Assistance programs, such as HMGP, FMA, and BRIC • Proficiency with GIS, including ArcGIS Pro, ArcGIS Online, FEMA Hazus, hazard and risk data, spatial analysis, cartographic products, and web maps • Experience with economic analysis tools and methodologies, including FEMA BCA Toolkit, USDOT Benefit-Cost Analysis Guidance, and/or USACE frameworks • Experience with report development, document design, and data visualization • Excellent time management and ability to balance multiple projects with short-term deadlines • Experience working directly with client leadership and senior project leads • Ability to identify client needs and business risk and implement mitigation strategies • Ability to provide constructive feedback and improve work products • Ability to formulate creative and strategic problem-solving approaches • Exceptional written, verbal communication, editing, quality-review, and presentation skills • Strong proficiency with Microsoft Office, including Word, Excel, and PowerPoint
