• Execute open-source policy research, document reviews, and data analysis for local hazard mitigation planning and grant application development • Scope and manage resilience and hazard mitigation grants according to policy requirements, guidelines, and best practices • Support technical leads in developing hazard mitigation, long-term recovery, and resilience strategies • Develop grant funding roadmaps for project implementation • Draft grant applications, grant funding strategies, checklists, reports, dashboards, and other client project tools • Develop agendas and presentations for clients and other contractors • Support business development through proposal writing, white papers, opinion pieces, and marketing activities • Lead day-to-day delivery of assigned tasks and interface directly with clients • Collaborate with colleagues, clients, and other contractors to deliver quality products and services
• Bachelor’s degree in Planning, Public and/or Environmental Health or Policy, Economics, or similar field • 2+ years of experience conducting research, performing data analysis, and developing products such as state and/or local policy reviews, resilience or mitigation planning documents, standard operating procedures, and grant applications • 2+ years of experience writing and managing federal resilience or mitigation grants • Able and willing to travel by flight and vehicle for program needs • Must have a valid U.S. Driver’s License and successfully pass a Motor Vehicle Records (MVR) check • Experience with EPA State Revolving Fund (DWSRF/CWSRF), FEMA Hazard Mitigation Assistance (HMGP, FMA, BRIC), or HUD CDBG-DR and/or MIT programs, including FEMA BCA Toolkit preferred • Grant writing and grant management experience for complex infrastructure projects or housing programs preferred • Experience managing client and project manager expectations and coordinating with federal and state funding agencies preferred • Experience with Geographic Information Systems (GIS) and FEMA’s Hazus Program preferred • ASFPM Certified Floodplain Manager (CFM) preferred • Excellent time management and prioritization capabilities • Experience working directly with clients and senior project leads to define expectations and conduct interim reviews • Intermediate proficiency in MS Office Suite (Word, Excel, Outlook, PowerPoint) • Ability to develop complex, client-ready documents, analytical tools, executive presentations, reporting dashboards, and workflow solutions • Must submit a concise resume fully addressing the position requirements
