📋 Description

• Provide leadership within ICF’s Environment & Planning Division • Provide program and project management for environmental assessment, planning, permitting, compliance, and construction of power transmission and utility projects • Lead client relationships and grow ICF’s Energy Practice • Manage environmental compliance processes, including CEQA and NEPA • Serve as a primary contact for utilities, renewable energy providers, developers, and engineering companies • Serve as principal project manager or task manager for environmental compliance of development, infrastructure, and land use projects • Oversee preparation of documents, reports, presentations, technical memoranda, public notices, forms, and other work products • Manage a portfolio of clients and multiple projects • Lead environmental review and permitting strategy for utility infrastructure projects from early planning through construction • Coordinate with project managers, engineers, construction teams, technical experts, and regulatory agencies • Maintain current knowledge of CEQA, NEPA, and relevant case law to advise clients • Conduct research, author deliverables, and manage schedules, deadlines, and budgets • Interface directly with key clients and build relationships • Lead business development and contribute to bookings • Mentor less experienced staff

🎯 Requirements

• 8+ years of related professional work experience • Experience with NEPA and CEQA compliance, Endangered Species Act compliance, and Clean Water Act permitting • Experience working with California Public Utilities Commission (PUC) requirements • Experience working with local, state, and federal agencies, electric transmission service providers, utilities, energy companies, and transportation entities • Bachelor’s degree or higher in urban planning, transportation/transit planning, environmental studies, or related field (preferred) • Experience preparing and managing CEQA and NEPA documents • Experience independently leading environmental review and compliance for utility projects • Experience obtaining environmental permits and reviewing technical studies • Several years of project management experience within a private consulting firm • Business development experience and willingness to engage in business development • Leadership experience as a supervisor or task manager leading and mentoring moderate to large-size teams and subconsultants • Established agency and client relationships with ability to market and win work • Ability to manage complex interdisciplinary environmental planning projects, including client interaction, schedule and budget controls, and invoicing • Ability to synthesize multidisciplinary environmental and regulatory information and provide practical guidance • Excellent written and verbal communication skills • Strong analytical skills and attention to detail • Strong project management, organizational, time management, and direction-taking/giving skills • Proficiency with Microsoft Office Suite applications: Word, Excel, PowerPoint, and Project • Ability to work responsibly independently and as part of a team
