📋 Description

• Analyze existing Oracle Forms applications, including architecture, database structures, business logic, and integrations • Migrate and modernize legacy Oracle Forms applications to Oracle APEX • Design, develop, and maintain Oracle APEX applications and user interfaces • Develop and optimize PL/SQL stored procedures, functions, packages, and complex SQL queries • Work with Oracle Database 19c to support application development, enhancements, and maintenance • Perform data analysis, data extraction, and scripting for reporting and business requirements • Implement application security, user roles, and authorization mechanisms • Troubleshoot application issues and perform SQL debugging, testing, and performance tuning • Integrate web services and support system interfaces • Translate business requirements into technical solutions • Participate in requirements gathering, design, development, testing, deployment, and production support • Prepare technical, functional, and system documentation • Support production releases, deployments, and release management • Generate reports and provide status updates to management and technical stakeholders • Provide knowledge transfer and technical guidance to Commonwealth IT staff and other developers • Collaborate with technical leads and project teams on UI/UX standards and development best practices

🎯 Requirements

• Bachelor's degree in Computer Science, Information Technology, or a related field • 5–7 years of hands-on experience in Oracle PL/SQL development • 5–7 years of experience developing applications using Oracle APEX • Strong knowledge of Oracle RDBMS, preferably Oracle Database 19c • Experience developing and maintaining stored procedures, functions, packages, and complex SQL queries • Proficiency with Oracle SQL Developer and/or TOAD • Understanding of database design and data modeling principles • Experience integrating web services and working with application interfaces • Experience with SQL query optimization, debugging, performance tuning, and testing • Familiarity with Oracle and SQL Server database environments • Strong analytical, troubleshooting, and problem-solving skills • Excellent written and verbal communication skills • Ability to prepare clear technical documentation and collaborate with cross-functional teams • Eligible visa status: H-1B, Green Card, or U.S. Citizenship • Candidates must reside within a 2-hour radius of Harrisburg, Pennsylvania • Preferred: experience modernizing or migrating legacy Oracle Forms applications to Oracle APEX; familiarity with Oracle Database 19c; XML, HTML, Java, PL/SQL APIs, web services, and SOA architecture; Agile/Scrum; regulatory, environmental, or mission-critical applications; Commonwealth of Pennsylvania or environmental systems; technical documentation, release management, and knowledge transfer
