📋 Description

• Design, configure, and develop solutions across the ServiceNow platform in alignment with SBA requirements and platform governance standards • Support and enhance existing ServiceNow capabilities, including ITSM and related production modules • Develop and maintain custom applications, workflows, business rules, UI policies, client scripts, and integrations • Participate in sprint planning, backlog refinement, peer reviews, testing, and release activities • Lead implementation and enhancement of ServiceNow Strategic Portfolio Management capabilities, including Demand Management, Project Portfolio Management, Resource Management, and Investment Funding • Configure SPM data models, workflows, and reports for portfolio prioritization, financial tracking, and performance management • Collaborate with stakeholders to translate portfolio management requirements into scalable ServiceNow solutions • Align SPM configurations with out-of-the-box functionality and ServiceNow best practices • Support SPM data migration, configuration refinement, and adoption activities • Work with business analysts, architects, project managers, and federal stakeholders • Adhere to platform governance, change management, and quality assurance processes • Provide technical input during requirements discussions • Support technical design documentation and configuration guides

🎯 Requirements

• Five or more years of hands-on ServiceNow development experience • Demonstrated experience implementing and configuring ServiceNow Strategic Portfolio Management in an enterprise environment • Strong understanding of ServiceNow data models, scripting, and platform architecture • Experience working in Agile or SAFe delivery models • Ability to work effectively in a regulated federal environment with structured governance and documentation requirements • Strong communication skills and ability to collaborate with technical and non-technical stakeholders • Hands-on experience implementing ServiceNow Strategic Portfolio Management from initial design through production deployment • Configuration experience with Demand Management, Project Portfolio Management, and at least one additional SPM sub-module • Ability to design and configure portfolio-level data models • Experience configuring portfolio governance processes in ServiceNow • Experience developing and configuring SPM reports, dashboards, and performance analytics • Experience aligning SPM configurations to investment planning, capital planning, or portfolio review processes • Experience using out-of-the-box capabilities first, with justification and documentation for customization • Experience supporting data migration or onboarding of legacy project and portfolio data into ServiceNow SPM • Understanding of SPM integrations with ITSM, Agile Development, and other ServiceNow modules • Experience participating in or leading SPM requirements workshops • Ability to translate ambiguous portfolio management concepts into ServiceNow configurations, workflows, and reporting structures • Bachelor's Degree or equivalent years of experience • ServiceNow System Administration certification (CSA) • Public Trust security clearance • Preferred: ServiceNow Certified Application Developer (CAD) • Preferred: Certified Implementation Specialist – Strategic Portfolio Management (CIS-SPM) • Preferred experience supporting ServiceNow in federal civilian agency environments • Preferred experience with ServiceNow platform governance models, IT service management processes, IntegrationHub, REST APIs, middleware platforms, CMDB initiatives, platform analytics, production support, technical documentation, and Agile delivery
