📋 Description

• Provide leadership in contract management for Federal business operations, project compliance, and subcontractor management • Communicate compliance requirements, PWS updates, contract modifications, and deliverable processes to employees • Advise Program Managers and C-suite on Federal contract terms and contractual requirements • Review, proof, process, track, and route client and Federal contract modifications and documents through signature and execution • Create, develop, and manage Teaming Agreements and Subcontractor Agreements • Oversee subcontractor onboarding, document collection, renewals, and contract administration • Enforce contract terms with business partners, subcontractors, and vendors • Support Federal proposals, RFIs, and RFPs • Maintain and manage GSA 54151 HEAL Schedule, VHA Single Award Terminology Standards Support IDIQ, and OASIS+ WOSB contract vehicles • Oversee WOSB and WBE Federal corporation certificate renewals • Manage contracts department staff, including timesheet approvals and annual performance evaluations • Maintain contract documents, deliverable due dates, modifications, technical actions, workflows, filing, archiving, and configuration management • Communicate with Federal customer contract and program offices, prime contractors, subcontractors, consultants, and vendors • Resolve contracting issues and support Marketing with bids and proposals, NDAs, and teaming partner reporting • Manage Federal compliance with FAR, flow-down clauses, subcontracting documents, W-9s, and certificates of insurance • Write subcontractor PWSs and objectives and key results (OKRs) • Develop and maintain Contracts Department work instructions compliant with PWS and Section 508 accessibility requirements • Prepare and maintain NDAs for new hires, prospective partners, and subcontractors • Oversee the contracts department and conduct weekly staff meetings • Perform additional duties and special projects as assigned

🎯 Requirements

• Minimum 15 years working with the Federal Government in a service delivery or contracting capacity • Minimum 15 years of contract management experience • Experience across the Federal contract full life cycle, including FFP, T&M, and IDIQ contracts • Deep understanding of Federal contract administration and compliance • Hands-on experience with Federal cost and pricing analysis, terms and conditions, and contract specifications • Knowledge of the FAR and DFAR, government contracting and subcontracting, small-business socioeconomic classifications, FAR provisions, and subcontracting plans • Understanding of government regulations governing contract administration and their application to business principles • Experience with contractual, program, and project management • Experience supporting Healthcare IT proposal efforts, including contractual and technical components • Experience with existing VA client offices preferred • Expert understanding of contract-management terminology, practices, policies, and processes in accordance with CMBOK® • Bachelor's degree in law, contracts, business, accounting, finance, or a related field required • MBA or equivalent years of experience required • PMP certification desired • NCMA certification such as CFCM or similar preferred • Understanding of accounting principles, including budgeting, statements, and financial management • Minimum 5 to 7 years of Microsoft Office and MS Teams experience • Deep familiarity with Microsoft Office Suite, MS Teams, and the M365 environment • Excellent organizational, analytical, communication, and problem-solving skills • Ability to handle sensitive Federal customer information confidentially • Ability to multitask and manage multiple priorities professionally • Self-starter able to work with varied personnel • Must be located in one of the hiring states: Arizona, Colorado, Florida, Georgia, Idaho, Illinois, Maryland, Michigan, Texas, South Carolina, Virginia, Wisconsin, or West Virginia • Must have a high-speed internet connection
