• Oversee and perform procurement and subcontract administration/management activities associated with FAR compliance across multiple contract types • Drive major subcontract execution across cost, schedule, technical, and quality performance • Ensure seamless integration of subcontract work within the broader program • Oversee the entire procurement cycle and coordinate KBR technical teams with suppliers and functional teams • Serve as the primary contact between subcontractors and project management while remaining accountable to Supply Chain leadership • Develop and maintain relationships with approved subcontractor vendors • Develop subcontract specifications, work statements, terms and conditions, and supplier deliverables • Lead supplier negotiations and oversee price, quantity, and delivery negotiations • Prepare and obtain approvals for purchase orders, subcontract agreements, and service agreements • Review and administer subcontracts for progress, scope, and terms-and-conditions compliance • Identify contractor-performance problems and recommend corrective actions • Conduct vendor interviews and communicate vendor responsibilities and obligations • Coordinate with Legal Counsel on product-procurement subcontracts • Manage subcontract funding, modifications, change orders, and day-to-day administration • Control costs, manage cost avoidance, and perform price analysis • Assess, track, evaluate, and document subcontractor quality, execution, and performance • Measure and improve supplier performance and initiate corrective actions • Resolve technical and administrative subcontract and procurement problems • Research market trends and conduct ad-hoc analysis for management • Implement efficiency initiatives, KPIs, and GR/IR strategies for timely supplier payment • Implement FAR, DFARS, and contractual requirements flowed down through subcontract agreements • Protect company interests and ensure compliance with company, legal, and regulatory requirements
• Bachelor’s degree required • Master’s degree highly desired • Typically 15+ years of procurement and subcontract management experience • At least 5 years of management experience • Minimum 8–10 years of subcontracts management experience • Experience negotiating Master Service Agreements and complex Subcontract Agreements • Experience establishing scopes of work and writing specifications, statements of work, contracts/subcontracts, and supplier deliverables • Experience supporting IDIQ, cost reimbursable, fixed price, and other subcontract types • Experience with negotiations, terms and conditions, incentive arrangements, and order placement • U.S. Government contract experience highly desirable, specifically LOGCAP • Strong working knowledge of FAR and DFARS • Significant experience negotiating subcontract agreements valued at $25–$50M • Experience managing and leading 25+ supply chain personnel favorable • Experience managing Subcontract Administrators and Subcontract Supervisors • Excellent English written, verbal, and presentation communication skills • Ability to communicate effectively with international teams and suppliers • Strong project management, negotiation, and conflict resolution skills • Strong cost analysis and price analysis background • Familiarity with IDIQ contracts • Experience working with or leading DCMA CPSR audits • Attention to detail, complex problem-solving, and organizational skills • Background check required • Government contractor or government solutions experience highly desirable • Experience managing international customer/supplier relationships • Proficiency developing and tracking internal metrics • Familiarity with global procurement processes and supply chain management • Strong leadership and mentoring skills • Ability to implement GR/IR strategies and improve efficiency and KPIs
