📋 Description

• Lead Study 3 of the DAF ICAM System Enhancement Studies effort • Analyze identity attributes from MILPDS and DCPDS and map them into Okta Universal Directory • Define attribute schemas, source-of-record assignments, sanitization rules, and normalization workflows • Assess data pipeline quality and determine transformation logic across Okta Workflows and upstream ETL processes • Design target-state DAF ICAM architecture removing legacy intermediary dependencies • Define Okta-to-Microsoft Entra ID provisioning through SCIM and Microsoft Graph API • Document Okta provisioning agents as bridges to legacy on-premises Active Directory environments • Specify Entra ID tenant, federation, and application integration configuration requirements • Design Joiner, Mover, and Leaver workflows, including triggers, group assignments, license management, session revocation, mailbox handling, approvals, escalations, and error handling • Define delegated provisioning procedures and role-based access models for base-level administrators • Document administrator workflows in Okta and SailPoint IIQ • Quantify current provisioning latency and projected automation improvements • Coordinate with program, architecture, systems, and cost stakeholders on a phased implementation roadmap and ROM cost estimate • Produce the DAF365 JML Transformation Framework Technical Study Report (CDRL B010) within 90 calendar days • Submit a draft report for Government review and present findings to the Government Program Manager and COR • Verify assigned personnel maintain required security clearances and report clearance changes

🎯 Requirements

• Bachelor's degree in Computer Science, Computer Engineering, Information Systems, Cybersecurity, or a related technical field from an accredited college or university • 7+ years of experience in identity and access management engineering, enterprise architecture, or identity lifecycle management within Defense or Federal government IT environments • Hands-on experience designing attribute-based provisioning workflows in Okta Universal Directory integrated with Microsoft Entra ID or Azure Active Directory • Experience designing or analyzing Joiner, Mover, Leaver identity lifecycle management processes for enterprise populations in DoD or Federal environments • Experience with Microsoft Entra ID, including SCIM provisioning, Microsoft Graph API integration, tenant configuration, and domain federation settings • Active Secret security clearance with final adjudication required prior to assignment • Deep knowledge of Okta platform architecture, Universal Directory schema design, attribute mapping, ABAC rule configuration, Okta Workflows, provisioning agent deployment, and application integration • Proficiency in Microsoft Entra ID architecture, SCIM provisioning, Microsoft Graph API, tenant structure, domain federation, group and license management • Experience with attribute sanitization and normalization workflows for authoritative HR data • Knowledge of legacy Active Directory environments and bridging architectures • Familiarity with MILPDS and DCPDS • Understanding of Microsoft 365 license management, mailbox provisioning, SharePoint and Microsoft Teams group membership, and DoD data retention policies • Knowledge of delegated administration, role-based access controls, and approval workflow design • Ability to perform current-state/future-state architecture analysis, provisioning latency quantification, and implementation roadmap development • Experience developing phased implementation roadmaps with entry/exit criteria, dependencies, and Government review and accreditation timelines • Strong technical writing skills for formal study reports, architecture documentation, workflow specifications, and procedural guidance • Ability to collaborate across identity architects, systems analysts, cost analysts, and program managers • Exceptional written and oral English communication skills • Ability to obtain and maintain a Secret security clearance
