📋 Description

• Work with the Regional Exercise Lead to determine exercise aspects to lead • Lead activities, documentation, communication, and coordination for assigned exercise aspects • Coordinate with exercise support teams, Regional Exercise Lead, and stakeholders to maintain timelines, resources, and staffing • Participate in initial meetings and establish exercise schedules and stakeholder familiarity • Lead or support planning meetings, including C&O, IPM, MPM, MSEL Meeting, and FPM • Develop agendas, presentations, notes, core exercise documentation, and artifacts such as CONOPS, EXPLAN, SITMAN, MSEL, COSIN, evaluation forms, and invitations/sign-in sheets • Support end-to-end exercise execution, evaluation, and post-exercise reporting, including AARs • Report regularly according to the communications plan • Attend and participate in each exercise within the assigned region • Fill in as Exercise Facilitator when necessary • Support development and maintenance of CISA Tabletop Exercise Packages and the CTEP scenario library • Provide subject matter expert input to internal training activities for NCEP staff

🎯 Requirements

• Ability to obtain CISA EOD • 10+ years experience in HSEEP exercise design, development, conduct, and evaluation • FEMA HSEEP certification required or ability to complete HSEEP certification within 30 days of contract start • Demonstrated experience planning and delivering exercises or exercise-like events requiring structured documentation, coordination, and post-event reporting • Strong writing skills for exercise materials, documents, and post-exercise products • Ability to lead high-level meetings, facilitate exercises, and give customer-facing presentations • Ability to manage time, meet deadlines and milestones, and hold team members accountable • Ability to meet CISA suitability and applicable clearance requirements (TS/SCI or Public Trust fitness type) • Preferred: TS/SCI security clearance • Preferred: FEMA Master Exercise Practitioner (MEP) • Preferred: Experience supporting cybersecurity-focused scenarios and stakeholder engagement across government and private sector partners • Preferred: Experience contributing to strategic plan maintenance and innovation projects • Preferred: Cybersecurity certifications, including CISSP, CEH, or GIAC
