• Provide infrastructure planning expertise and develop strategies and recommendations for sustaining, recapitalizing, and modernizing infrastructure across the Nuclear Security Enterprise • Review and assess NNSA Site infrastructure plans, master plans, investment strategies, and related planning products • Integrate mission requirements, infrastructure condition and capacity, risk, schedule, and resources for near-, mid-, and long-term infrastructure planning • Support enterprise infrastructure initiatives, including office space, utilities, and other crosscutting infrastructure needs • Evaluate and prioritize infrastructure investments, including sequencing, dependencies, implementation approaches, and mission impacts • Assess changing mission requirements, funding assumptions, schedules, and Site conditions and develop recommendations concerning cost, schedule, risk, and mission impacts • Provide technical, analytical, and programmatic advice to NA-911 leadership and program managers • Independently research and analyze complex infrastructure issues • Coordinate across NA-90 organizations, NNSA programs, and Sites to integrate infrastructure planning with mission priorities and enterprise objectives • Support program and portfolio management activities, including planning, prioritization, schedule integration, performance, and resource and financial analysis • Develop senior-level briefings, decision materials, analyses, and recommendations • Integrate input from multiple organizations and technical disciplines into clear products supporting leadership decisions • Independently lead planning and analytical initiatives • Share infrastructure planning knowledge and best practices with less-experienced team members
• Bachelor's degree in engineering, architecture, construction management, facilities management, planning, business, public administration, or a related field; significant directly relevant professional experience may substitute for a degree in a directly related discipline • Eight or more years of progressively responsible experience in infrastructure, facilities, construction, capital planning, or related program management • Demonstrated experience developing, reviewing, or implementing infrastructure or capital investment plans • Strong knowledge of infrastructure planning, including mission requirements, facility condition and capacity, utilities, construction, recapitalization, risk, schedule, and investment priorities • Ability to analyze complex infrastructure issues and translate technical and programmatic information into practical recommendations for senior decision-makers • Strong program management and coordination skills, including planning, prioritization, schedules, budgets, risk, and performance • Ability to work independently, exercise sound professional judgment, and produce high-quality work with limited supervision • Strong written and oral communication skills, including preparation of executive-level briefings, analyses, and recommendations • Ability to obtain and maintain a U.S. Department of Energy (DOE) Q clearance
