• Manage and interpret supplier/subcontractor schedules and assess impacts on program schedules and milestones • Manage integrated master schedules, schedule risks, and opportunities • Develop and manage the SMT RAIL/action-item tracker for supplier, subcontractor, and internal actions • Manage supplier performance, open orders, delivery, and dock dates • Define and develop material strategies for on-time delivery • Plan, define, establish, communicate, monitor, and control subcontractor scope • Analyze changes across technical, cost, schedule, and quality requirements and develop alternatives • Develop NGMS Statements of Work through collaboration with technical and programmatic stakeholders • Adhere to subcontract scope and manage changes through control board activities • Identify, assess, manage, and communicate subcontract risks and opportunities throughout the lifecycle • Assist the Program and Supplier Management Team Lead with technical content for RFIs, RFPs, and related requests • Review and approve technical subcontractor deliverables with cross-functional SME guidance • Prepare executive-level briefings and develop project-monitoring, intervention, and problem-solving mechanisms • Develop and review Supplier Statements of Work • Support supplier proposal responses, technical evaluations, Basis of Estimates reviews, proposal quality reviews, and proposal-related reviews
• Bachelor's degree with a minimum of 8 years of experience in supply chain, program management, business management or related; Master's degree with a minimum of 6 years of experience in these areas; or an additional 4 years of related experience in lieu of a Bachelor's degree • At least 3 years of experience supporting U.S. Government contracts and/or large supplier management portfolio experience in other industries • At least 3 years of financial experience in EVMS or similar cost and schedule management systems • At least 2 years of experience managing a Program effort or Major Subcontract in a supply chain, SMT, or program/project management role • Must be a US Citizen • Preferred: strategic direction experience regarding Program Management or Supply Chain products, processes, applications, and technology • Preferred: Supplier Management experience on a program in U.S. Government contracts • Preferred: experience with technical evaluations of supplier proposals and subsequent contract negotiations • Preferred: experience managing technical risks and opportunities • Preferred: experience in Earned Value Management (EVM) or as a control account manager (CAM)
