• Plan, organize, strategize, and execute proactive and reactive proposal development for Federal opportunities • Support sales and presales organizations and lead proposal engagements with Sales and cross-functional teams • Own the proposal process from initial awareness through completed responses, BAFOs, presentations, and follow-up • Analyze and deconstruct RFx documents and develop compliance and responsibility matrices • Ensure proposal processes and responses comply with Federal regulations, including FCI, CUI, and privacy requirements • Monitor and report proposal metrics, including contractual SLAs • Author responses and collaborate with teams on required content • Develop pursuit strategy and win themes • Assemble, lead, and motivate pursuit teams for strategy sessions, kickoffs, reviews, and transition meetings • Serve as point of contact for procurement queries • Serve as primary company point of contact for the SEWP VI program and coordinate with the NASA SEWP PMO • Maintain accountability for SEWP VI contract performance, compliance, deliverables, and milestones • Interpret and implement SEWP VI requirements, policies, procedures, and guidance • Maintain the SEWP VI compliance calendar and ensure timely, accurate submissions, certifications, reports, and deliverables • Monitor contract modifications, policy changes, technology refresh requirements, and other SEWP VI changes • Coordinate responses to NASA SEWP PMO requests, reviews, audits, and initiatives • Maintain contract documentation, records, and program files • Support identification, qualification, and pursuit of SEWP VI task-order opportunities • Coordinate with Inside Sales and Client Directors on SEWP VI opportunities • Review solicitations and task-order requirements for scope, compliance, eligibility, and risk • Support compliant quotes, proposals, and task-order responses • Track opportunities from identification through award and performance • Maintain SEWP VI pipeline and reporting processes • Monitor subcontractor and teaming-partner compliance • Track certifications, representations, supply-chain requirements, and contractual obligations • Identify risks and escalate issues to leadership • Establish SEWP VI procedures, controls, and standard operating procedures • Coordinate corrective actions for compliance or performance issues • Coordinate SEWP VI activities across Contracts, Finance, Sales, Program Management, IT, Security, and Operations • Oversee processes for orders, task orders, reporting, invoicing, and contract administration • Support SEWP-related systems, portals, accounts, and authorized users • Monitor task-order and contract performance metrics • Develop dashboards and management reports for pipeline, awards, revenue, compliance, performance, and deadlines • Support customer and contract-holder meetings, training, conferences, and SEWP events • Coordinate financial and program reporting • Monitor contract-related fees and financial obligations • Track task-order financial performance, revenue, backlog, and forecasts • Provide regular SEWP VI status reports to executive leadership • Develop performance metrics and recommend process improvements • Build relationships with Federal customers, Contracting Officers, SEWP PMO personnel, prime contractors, subcontractors, and teaming partners • Support customer engagement and account-management activities • Coordinate responses to customer questions and requests • Ensure consistent internal and external stakeholder communication • Represent Optiv + ClearShark at SEWP VI meetings, conferences, orientations, industry events, and program activities
• 5+ years of experience in Federal contracting, government contracting, program management, contracts administration, business development, or a related field • Demonstrated experience supporting a Federal Government contract vehicle such as a GWAC, IDIQ, GSA Schedule, BPAs, or agency-specific contract • Working knowledge of Federal acquisition processes and government contracting terminology • Strong understanding of contract compliance, task-order management, proposal support, and contract administration • Ability to work independently to drive completion of complex responses under very tight timeframes and security restrictions • High fluency in MS Word, MS Excel, PowerPoint, and Outlook; medium skill level in other MS Office suite applications • Exceptional ability to edit for content, grammar, spelling, and punctuation specific to US Public Sector usage • Demonstrated ability to manage multiple priorities, deadlines, stakeholders, and cross-functional teams • Strong written, verbal, analytical, and organizational skills • Ability to work independently and communicate effectively with executive leadership and government customers • U.S. citizenship required by Optiv + ClearShark and contract requirements • Ability to manage time and meet deadlines • Ability to work remotely and independently
