📋 Description

• Provide business analysis expertise supporting Indian Affairs and Office of Information Technology programs, projects, and operational initiatives • Elicit, analyze, validate, document, and manage business, functional, technical, and system requirements • Map current-state, future-state, and interim business processes and recommend improvement, modernization, automation, and efficiency opportunities • Develop user stories, story maps, use cases, acceptance criteria, prioritized product backlogs, glossaries, process models, system diagrams, wireframes, workflows, and other artifacts • Prepare requirements, implementation statements, and documentation for NIST Special Publication 800-53 control assessments • Support privacy and security documentation, including PII identification, PIAs, and PTAs • Create and maintain Microsoft Visio models and manage boards, test plans, dashboards, and related artifacts using Azure DevOps or other Government-authorized tools • Conduct research and analysis for process improvement, business process reengineering, IT modernization, shared services, and technology implementation • Develop and execute test cases, test scripts, datasets, and acceptance criteria • Facilitate requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities • Review cost, schedule, performance, and compliance requirements for federal IT investments • Track risks, issues, milestones, dependencies, and deliverables • Collaborate with Government stakeholders, project managers, technical teams, security personnel, vendors, and contractors • Provide quality-management support for quality assurance, testing, configuration, change, and related processes • Support system, functional, regression, integration, and User Acceptance Testing activities • Document and track defects, issues, test results, corrective actions, and testing outcomes through resolution • Analyze testing results and quality metrics to identify trends, recurring issues, process gaps, and improvement opportunities • Develop and maintain quality-management requirements, processes, procedures, workflows, reports, dashboards, and documentation • Support quality assurance and test-management processes throughout applicable SDLC phases • Analyze and document configuration and change management processes • Support the OIT Configuration Management Plan and configuration identification/status-accounting activities • Analyze change and release management workflows and identify process improvements • Maintain and validate configuration information and artifacts • Facilitate Configuration Control Board activities and document decisions, action items, approvals, and follow-up • Support configuration audits, findings, corrective actions, and responses • Identify opportunities to strengthen quality controls, improve testing effectiveness, increase process consistency, and enhance service delivery

🎯 Requirements

• Minimum of five (5) years of experience providing business analysis services to management and technical personnel supporting federal IT investments • Experience analyzing and resolving complex IT project or program management issues in accordance with applicable federal laws, regulations, policies, and procedures • Experience translating business and system requirements into acceptance criteria, test scenarios, test cases, test scripts, and datasets • Experience supporting system testing and User Acceptance Testing (UAT), documenting defects and issues, tracking test outcomes, and supporting quality assurance and test-management processes • Knowledge of Project Management Office (PMO) operations, capital planning, strategic planning, and IT investment management • Knowledge of business process improvement and business process reengineering methodologies • Practical experience with configuration management, ITIL practices, change management, IT Asset Management, and IT service-request fulfillment • Experience with activity and data modeling, modern business methods, best-practice analysis, and performance measurement • Knowledge of FITARA, SDLC, FEA, CPIC, and FISMA • Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding • Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills • Ability to manage multiple priorities and meet project schedule, quality, and performance requirements • Ability to work effectively with Government stakeholders, technical teams, security personnel, vendors, and other contractors • U.S. Citizenship Required • Ability to obtain and maintain the Government security clearance and/or suitability determination required for the position • Must meet all applicable federal contract requirements • Preferred: Experience supporting DOI and/or IA • Preferred: Experience working within NIST- and/or DOI-controlled IT environments • Preferred: Experience supporting federal quality assurance, testing, configuration, change, release, asset, or service-management activities • Preferred: Experience with ITSM ticketing systems, CMDBs, Microsoft Intune, or similar enterprise tools • Preferred: Experience using Microsoft Visio, Azure DevOps, or comparable Government-authorized tools • Preferred: Hands-on experience in Quality Management • Preferred: Active Government security clearance • Ability to perform essential functions with or without reasonable accommodation • Ability to work prolonged periods sitting and working at a computer, use standard office equipment, and communicate effectively
