• Lead RTSL's organization-wide grant management approach across the full award lifecycle • Oversee donor-funded awards from pre-award planning and due diligence through implementation, monitoring, reporting, amendments, and closeout • Review proposed scopes, budgets, staffing plans, timelines, deliverables, reporting requirements, and award conditions • Lead award start-up and establish responsibilities, milestones, budgets, risks, and decision points • Establish grant reviews and provide senior leadership with portfolio-level reporting • Identify, escalate, and resolve grant-related financial, compliance, operational, and implementation risks • Lead RTSL's sub-granting approach and manage grants awarded to implementing partners • Establish and improve policies, procedures, tools, standards, and workflows for partner selection, due diligence, monitoring, amendments, and closeout • Structure subgrants with program teams and support grantee capacity strengthening • Monitor grant performance, budgets, expenditure, forecasting, fund utilization, and donor commitments • Support organizational and donor audits, reviews, and assurance processes • Improve grants management systems, documentation, technology, automation, and AI-enabled tools • Clarify cross-functional roles, decision rights, handoffs, and escalation pathways • Lead and develop staff performing grants management responsibilities across the organization • Advise leadership and teams as RTSL's senior internal resource on grants management • Provide guidance, tools, and training to build grant management capability
• At least 12 years of progressively responsible experience in grants, award, or portfolio management • Experience in global health, international development, humanitarian assistance, or another complex donor-funded environment preferred • Significant experience managing the full lifecycle of large and complex donor awards • Significant experience managing subgrants or subawards to implementing partners • Strong experience working with major institutional and philanthropic donors • Experience developing and improving organization-wide grants management policies, processes, systems, and controls • Experience managing and developing grants management professionals • Experience working across program, finance, legal, development, operations, and country teams in a matrixed organization • Experience managing complex international portfolios spanning multiple countries, partners, donors, and funding streams • Experience advising senior leadership on material grant risks and portfolio-level decisions • Deep knowledge of grants management across the full award and subaward lifecycle • Understanding of donor compliance, restricted funding, grant budgets, financial monitoring, reporting requirements, and fiduciary risk • Understanding of risk-based subrecipient management • Strong strategic and systems thinking • Excellent project and portfolio management skills • Strong analytical skills • Excellent written and verbal communication, facilitation, negotiation, and relationship-management skills • Comfortable using grants management, financial, project management, and reporting platforms • Ability to work across cultures, functions, and geographies in a remote and globally distributed organization • Bachelor's degree in international development, public health, business or public administration, finance, nonprofit management, or a related field required • Professional proficiency in French or another language relevant to RTSL's country portfolio is an asset
