📋 Description

• Manage procurement activities for multiple programs across the Raytheon portfolio • Build supplier relationships and oversee subcontracts • Manage the acquisition process from initial requirements through product delivery, support, and payment • Prepare and obtain RFQs, RFPs, and RFIs from prospective subcontractors • Analyze cost/price, technical capability, and financial viability • Evaluate proposals and quotations • Manage supplier critical paths supporting program milestones • Monitor and report supplier cost, schedule, and status; recommend or implement corrective action • Review Statements of Work and in-house estimates • Develop negotiation strategies and lead formal negotiations covering price, delivery, and terms • Place high-dollar, complex purchase orders • Perform risk analysis and develop mitigation plans • Engage with Business EXIM, Legal, senior leaders, gate reviews, internal and external stakeholders, and program teams • Travel to RTX and supplier facilities as necessary • Manage escalations and resolve internal customer and supplier issues • Drive procurement metrics including Late to Place, Late to Dock, and Delinquent Material

🎯 Requirements

• Typically requires bachelor’s degree and 8 years of relevant experience OR an advanced degree and 5 years of relevant experience in supply chain management or a similar role • Experience with Federal Acquisition Regulations (FAR/DFARS) • Experience with written contractual authorization/vehicles, including Firm Fixed Price and Cost Plus • U.S. citizenship is required to access certain necessary systems • U.S. Person or eligible to obtain necessary export authorizations required • Master’s degree in supply chain, Business Finance, or STEM field preferred • Experience in the defense industry preferred • Knowledge/compliance with FAR/DFARS • Experience analyzing Cost and Pricing Data and determining proposal compliance under FAR 15.4 • Experience with technical requirements of procured hardware and services, including Statement of Work review • Experience with ITAR • Understanding of purchasing agreements, negotiation, terms and conditions, purchasing concepts, material management principles, and negotiation tactics • Ability to complete compliant EPAD Packages • Strong analytical and problem-solving skills • Ability to work independently, adapt to changing priorities, and manage high work volume • Ability to multitask effectively in a dynamic, fast-paced environment • Effective written and verbal communication
