📋 Description

• Monitor the Federal Register, state legislative and regulatory sites, and research platforms such as Statescape for environmental actions affecting the Army • Identify proposed and enacted legislation and regulations affecting the Clean Air Act, Clean Water Act, Toxic Substances Control Act, Resource Conservation and Recovery Act, and related media • Work with Army subject-matter experts to assess operational, compliance, and mission impacts • Analyze regulatory trends and prepare data-informed recommendations and executive-level briefings • Maintain a legislative/regulatory tracker or dashboard of relevant actions, deadlines, and Army equities • Draft fact sheets, letters, memoranda, and other official correspondence • Support entries in the Environmental Assessment and Reporting module or successor reporting tool • Prepare materials for DoW REC meetings, Regional Legislative Review meetings, and state partnering meetings • Serve as a liaison across Army staff, commands, REC counterparts, and external stakeholders • Review products for accuracy, consistency, and Army quality standards

🎯 Requirements

• Bachelor’s degree in environmental science, environmental policy, environmental or civil engineering, natural resources, public policy/administration, political science, or a related field; master’s preferred • 7–10 years of professional experience in environmental regulatory analysis, environmental policy, or federal/DoD environmental program support • Working knowledge of CAA, CWA, RCRA, TSCA, and related installation environmental programs • Demonstrated experience performing legislative and regulatory research using the Federal Register, state legislative/regulatory sites, Statescape, or similar tools • Experience assessing how proposed rules or bills would affect regulated operations and turning that analysis into briefings, trackers, or correspondence • Excellent written and verbal communication skills; ability to explain complex regulatory issues to non-specialists and senior leaders • Strong stakeholder coordination skills • Proficiency with Microsoft Excel, PowerPoint, and Word • Ability to obtain a Secret clearance • Ability to travel as required
