📋 Description

• Lead one or more consulting contracts valued at over $1 million and serve as the primary client contact • Oversee the DHA/WMT program, a team of 20 full-time employees and subcontractors, and a $4M annual budget • Serve as Snowbird’s senior point of contact with DHA/WMT and accountable owner for contract compliance, client satisfaction, and financial performance • Manage all aspects of the program from initiation through closeout • Develop and maintain program management plans, infrastructure, and resources • Direct Agile delivery, DevSecOps, and QA performance against schedule, quality, and cost requirements • Manage program scope through work breakdown structures, change-request tracking, and contract modifications • Estimate, budget, monitor, and control program costs, including monthly estimate-at-completion analyses • Communicate program performance and key information to clients, senior management, and stakeholders • Support and mentor Project Managers, Scrum Masters, and technical leads • Define and enforce QA/QC standards and DoD software assurance requirements • Attend company management meetings, status meetings, Quarterly Program Management Reviews, and Quarterly Strategy Reviews • Partner with the Recruiter and COO on sourcing, resume review, and interviews • Provide administrative oversight, performance feedback, and training-needs identification for project managers • Drive program growth through business development, capture leadership, follow-on/recompete positioning, service expansion, and adjacent-agency opportunities • Identify, analyze, and manage program risks, including DevSecOps pipeline, security posture, and release-quality risks • Build customer relationships supporting Snowbird’s reputation and future-work position • Deliver sprint commitments, release milestones, reporting, and status reviews on time and with quality

🎯 Requirements

• College graduate (BA or BS); relevant work experience may be considered in lieu of degree • Minimum of 5 years of direct project management experience, including agile software development program management • Specific training in project management methodologies • Current PMP certification required • Demonstrated experience with Agile/Scrum delivery frameworks and DevSecOps practices • Experience supporting DoD or federal health IT programs strongly preferred • Familiarity with the Defense Health Agency or Military Health System is a plus • Ability to handle multiple concurrent priorities with short turnaround times across internal and external customers • Ability to work in a collaborative, team environment • Must be eligible to work in the United States • Must undergo a background investigation for approval of a Public Trust clearance • Subject matter knowledge of agile software delivery, DevSecOps, and Quality Assurance practices relevant to DHA/WMT’s mission • Exceptional verbal and written communication skills • Proficiency with Microsoft Office applications, including Excel, PowerPoint, and Word • Proficiency with Agile tools such as Jira and Confluence • Ability to work and manage in a staff-matrixed environment • Ability to travel within the United States as required • Scrum Master or SAFe certification preferred
