📋 Description

• Serve as a key member of the executive leadership team and the company's senior financial executive • Lead the company's financial management, financial strategy, government contract pricing, and contracts administration functions • Oversee day-to-day financial operations • Develop the annual operating plan with the CEO • Collaborate with the CEO and senior leadership on short-, mid-, and long-term business strategies • Establish financial strategies, policies, controls, and systems supporting strategic objectives • Maintain financial systems and practices compliant with federal government contractor and audit requirements • Assess and manage financial and compliance risks • Establish, monitor, and forecast indirect cost pools • Develop provisional billing rates and forecast final indirect rates • Oversee incurred-cost submissions and provide DCAA audit support • Lead proposal pricing, cost/price models, labor rates, indirect rates, escalation, fee, subcontractor inputs, and profitability analysis • Partner with Business Development on competitive pricing and Price-to-Win strategy • Develop proposal pricing tools, templates, assumptions, and review processes • Institutionalize proposal pricing capability through training and cross-training • Evaluate SCA/CBA impacts, incumbent compensation, staffing assumptions, indirect-rate effects, and other GovCon cost drivers • Lead or support cost and price volumes, basis-of-estimate documentation, pricing narratives, and supporting schedules • Provide executive oversight of the contracts function across the full contract lifecycle • Review solicitations, contracts, task orders, modifications, teaming agreements, NDAs, subcontract agreements, and other contractual instruments • Monitor contract funding, periods of performance, ceilings, obligated amounts, option periods, and milestones • Interface with government contracting officers, contract specialists, prime contractors, subcontractors, and customers • Ensure accurate billing and invoicing through government systems and customer portals • Monitor accounts receivable and collections and resolve billing discrepancies and outstanding receivables • Maintain succession plans for the CFO and other key positions • Prepare financial statements, partner reports, and governmental agency reports • Work with an outside accounting firm on company tax returns • Lead annual budgeting and long-term financial projections • Analyze revenue, expenses, and net income projections against actual results • Identify opportunities for reorganization, downsizing, or elimination • Analyze long-range economic trends and their impact on planned growth • Perform other CFO-office functions requested by the CEO

🎯 Requirements

• Master's degree in Business Administration (MBA), Accounting, or Finance preferred • Certified Public Accountant designation preferred • Prior CFO, Vice President of Finance, Controller, or comparable senior leadership and FP&A experience with a mid-sized federal/DoD/W contractor • Minimum of 15 years of directly relevant experience • Eight years of government contracting experience preferred • Experience with mergers and acquisitions, due diligence, banking relationships, corporate valuation, EBITDA growth strategies, and strategic transactions • Experience managing or overseeing government-compliant accounting and ERP systems; Unanet experience desired • Public trust required • Eligible for Secret Clearance preferred • Full understanding of Generally Accepted Accounting Principles (GAAP), including revenue recognition • Understanding of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), Defense Contract Audit Agency (DCAA) requirements and audit practices, and Defense Contract Management Agency (DCMA) oversight • Demonstrated experience developing and reviewing competitive cost/price proposals for federal government contracts • Understanding of GovCon pricing mechanics, including direct labor, indirect rates, wrap rates, escalation, fee, SCA/CBA considerations, subcontractor pricing, and margin analysis • Ability to conduct scenario-based pricing analysis and collaborate with Growth/Capture teams on Price-to-Win strategies • In-depth understanding of accounting principles, budgeting, balance sheets, income statements, cash flow, and capital planning management • Demonstrated leadership and team-building ability • Excellent analytical and organizational skills • Proficient in database and accounting computer application systems • In-depth understanding of data analysis and KPIs • Outstanding organizational and time management skills • Excellent interpersonal, communication, presentation, and problem-solving skills • Must be able to manage employees • Ability to work in a professional office environment and use standard office equipment and MS Office suite
