• Lead Entre Bièvre et Rhône’s public library policy and direct the ÉCuME network • Develop, implement and evaluate the local public library development plan • Build and formalize the service plan for the public library network • Translate the authority’s strategic priorities into action plans and operational projects • Lead the network’s collection development, cultural programming and service strategies • Support the network dynamic among the 23 media libraries • Promote resource sharing, cooperation and experience-sharing among teams • Develop forward-looking thinking on the evolution of services, user practices and facilities • Establish and monitor activity evaluation tools and contribute to assessments and reports • Organize activities and allocate responsibilities within the team • Supervise the network’s cross-functional areas: events, cultural initiatives, digital development and the interlibrary delivery service • Support organizational change and implementation of the service plan • Ensure information flows and coordination across all levels of the network • Identify staffing and skills requirements, and participate in recruitment and onboarding • Monitor individual employee situations and work organization matters • Support employees’ professional development and the evolution of their responsibilities • Contribute to monitoring training needs and the professionalization of teams • Prepare and monitor the service budget and budget execution • Anticipate changes in expenditure and revenue requirements • Prepare the information required for budget decisions • Monitor public funding programs and calls for proposals • Prepare grant application files and monitor grants awarded • Ensure compliance with deadlines and obligations arising from agreements • Prepare the reports and supporting documents required for the payment of grants • Maintain relationships with institutional and funding partners • Prepare and facilitate the network’s governance bodies • Support municipalities in implementing the public library development plan’s strategic priorities • Prepare decision-support materials for elected officials and senior management • Present the service’s projects, assessments and future plans • Work cross-functionally with arts education, cinema and other public policy areas • Develop projects and partnerships with other intermunicipal public policy areas • Contribute to cross-disciplinary cultural programming • Participate in the territory-wide cultural plan and discussions on cultural cooperation • Develop and maintain relationships with local partners and public library stakeholders • Represent the network to municipalities, institutional stakeholders, professional networks, booksellers, suppliers, and cultural, artistic, sociocultural and educational organizations
