• Shape strategic and tactical direction for systems and teams across contracts, centers, offices, or programs within Technology Delivery • Investigate systemic challenges with State Medicaid Enterprise System modernization • Interview states and vendors about implementation challenges and recommend system improvements and other interventions • Advise the contract on Medicaid policy analysis tools and process automation opportunities • Build and maintain complex, scalable application and infrastructure systems • Own components and services through development, deployment, monitoring, and production support • Deploy and manage cloud systems using CI/CD and infrastructure as code • Work with APIs, databases, and data pipelines to support system integration and data flow • Shape system design, drive architectural decisions, write decision documents, and create strategic diagrams • Improve code quality, testing practices, development standards, DevOps, monitoring, and incident response • Mentor engineers, review code and technical designs, and shape technical direction • Lead discussions with internal and external stakeholders and build cross-team connections • Identify risks, conflicts, skills gaps, information gaps, and staffing needs; recommend and implement solutions • Advise on government requirements and policy, including accessibility, PRA, FOIA, acquisition regulations, and security compliance • Represent A1M and teams to clients, including in challenging situations • Identify contract growth opportunities and contribute to teaming connections, white papers, proposals, conferences, blogs, or social media • Partner with the Practice Director on career lattice, hiring practices, discipline growth, delivery quality, mentoring, and remote practice culture
• 12+ years of relevant professional experience • Ability to write high-quality, working, reusable code • Advanced proficiency in modern software development languages and systems • Expertise building secure, compliant software and minimizing vulnerability risk • Expertise in one or more adjacent specializations such as data engineering, DevOps, or accessibility • Ability to operate autonomously in ambiguous environments and shape strategic direction beyond a single project • Ability to communicate technical results clearly to diverse and politically or strategically sensitive stakeholders • Experience working with or integrating legacy systems • Experience with large-scale applications and systems • Experience in government consulting engagements • Experience integrating AI with engineering work ethically and thoughtfully • Track record of mentoring across levels and disciplines and contributing to organizational growth • Confidence assessing technical candidates and advising on hiring decisions • Ability to assess technical delivery quality and recognize early signals of poor delivery • Experience contributing to business development, such as proposals or white papers • Must work from the United States, including the 50 states, District of Columbia, or US territories • Must have been a US resident for 3 of the past 5 years • Cannot reside in New York state • Must already have legal authorization to work in the US and not require ongoing visa sponsorship • Must be a permanent US resident • Must complete a Public Trust background investigation, including SF85 or SF85P as applicable and fingerprinting • Flexibility to work with partners primarily on Eastern Standard Time • Active participation in client virtual meetings, including being on camera • Preferred: experience in social-impact product teams or civic tech • Preferred: distributed cross-functional team experience • Preferred: government health and human services program experience • Preferred: Medicaid, CHIP, Medicaid Enterprise System, Medicare, ACA, or MACRA knowledge • Preferred: SAFe and agile methodology familiarity • Preferred: resource management experience • Preferred: ability to manage data resources alongside technical roles and product managers
