• Define and document system requirements for complex government software systems with business sponsors and stakeholders • Analyze project scope and objectives to support project managers • Facilitate stakeholder meetings to organize work and priorities • Analyze system processes for new and revised business applications • Elicit functional and information requirements from product owners and business sponsors • Document Concept of Operations, Business Case, Alternatives Analysis, data requirements, and other SDLC deliverables • Generate, present, and refine solution mockups and requirements • Interface with Enterprise Architecture representatives, team members, and contractors to ensure compliance with technical guidelines • Assist in designing technical specifications for complex, integrated government systems • Conduct research, systems analysis, concept development, and systems design • Review programming code and data structures to support technical and business process requirements • Champion SOA architecture, enterprise patterns, and governance processes • Conduct market analysis of government and commercial systems and make recommendations • Track and forecast market trends and explain recommendations in terms of government interests • Assist with development testing
• Must be a US Citizen • Subject to a U.S. Federal Government background investigation and must be able to meet the requirements to hold a position of public trust • Bachelor’s Degree in Computer Science, Information Technology or related field or equivalent experience is preferred • Minimum 5 years’ experience in software/hardware development efforts • Candidates without degrees can be considered with a minimum of 9 years’ relevant experience • Strong technical writing skills • Problem-solving and decision-making skills • Ability to create system process deliverable documents, including concept of operations, business case, and alternatives analysis documentation • Ability to use requirements-management, diagramming, and documentation software tools • Experience with tools including Visio, Word, Excel, PowerPoint, Azure, and Jira • Ability to produce business requirements documents, workflow diagrams, context diagrams, use cases, and user stories • Solid understanding of user interfaces and common GUI approaches • Ability to present requirements findings and mockups • Ability to understand formulas used in financial calculations and describe relevant workflows • Working knowledge of SQL Server and Oracle database systems • Experience with SOA management tools and software, including COTS, OSS, and SaaS • Ability to manage business and systems requirements within a SOA framework • Understanding of scalable deployment options: on-premises, cloud, and hosted • Desired: experience with business sponsors, product owners, government project managers, development teams, and end users • Desired: familiarity with IEEE, ITIL, Scrum, Agile, and Kanban • Desired: experience with SOA concepts, governance and coordination models, market research, GIS technology, data modeling, Agile methodologies, COTS/custom software integration, UML, Enterprise Architecture frameworks, NIST 800-53, FIPS 199, and web-based software development • Prior government experience highly desired
