• Oversee and manage delivery of professional, technical and administrative support for Head Start and Early Head Start grant recipients • Monitor and maintain the quality of BCT’s work for the client • Manage client interactions and the overall client relationship • Lead and manage on-site duties by planning, executing, monitoring and improving work and related processes • Establish and maintain a positive relationship with the client • Ensure administration and compliance with project requirements • Lead, direct and manage a BCT team of five people • Plan, execute, monitor and modify program work and processes through a detailed plan • Assume responsibility for program deliverables and results • Establish systems and procedures supporting project activities, efficiency and improvement • Develop communication and quality control plans • Serve as the on-site point of contact and primary interface with the client • Prepare timely and accurate Monthly Status Reports and Task Summary Reports • Oversee discretionary grant awards and administration • Review grantee requests for program and fiscal compliance • Maintain official electronic grant files • Review programmatic status reports and monitor review findings • Support resolution of issues, non-compliances and deficiencies • Set staff duties, performance expectations and deadlines • Monitor productivity and work quality; provide feedback and coaching • Build and model a team mentality and support staff growth • Resolve complaints and problems, involving senior leaders and Human Resources as needed • Participate in hiring, training and performance evaluation processes • Ensure adherence to legal, BCT and client policies and procedures
• Bachelor’s Degree in management, business administration, public administration or related field from an accredited university or college • 10+ years of relevant and progressive professional experience managing client services projects of similar size, scope and complexity • At least 6 years of progressive supervisory experience • Expertise and experience in budget oversight and management • Experience developing, implementing, managing and improving complex, high-profile, multi-faceted projects • Experience implementing quality assurance systems that improve client services • Experience leading, managing and motivating high-performing teams • Experience effectively managing multiple priorities and negotiating necessary changes with stakeholders • Experience with Microsoft Office Suite, including Outlook, Word, Excel and PowerPoint • Experience working effectively in web-based systems, databases and tracking systems • Ability to communicate clearly verbally and in writing • Ability to produce high-quality memoranda, presentations, reports and correspondence • Ability to perform data management, analysis, aggregation and summary reporting • Ability to review, synthesize and present data from multiple sources • Ability to build collaborative relationships with staff, clients, remote colleagues and supervisors • Ability to develop or improve frameworks, standards, procedures and information-management solutions • Ability to solve problems, make decisions, suggest improvements and manage change independently and collaboratively • Ability to anticipate client and staff needs and exercise sound judgment • Ability to work effectively in a remote environment, participate in virtual meetings, appear on camera as needed and contribute to meeting content • Must be willing to travel throughout the Office of Head Start West region as needed • Must be able to present proof of legal right to work in the United States • Knowledge of the Federal Grant Life Cycle desired • Experience with Head Start/Early Head Start or other early childhood programs is a plus • Knowledge of Head Start Program Performance Standards and applicable federal, state and local laws is a plus • Experience with SharePoint and Monday.com preferred
