📋 Description

• Develop statewide caseload projections for major programs administered by the Department of Human Services • Develop and modify complex statistical models incorporating economic and demographic variables influencing participation in means-tested programs • Explain forecast methodologies and policy issues to executive leadership, program leadership, budget staff, financial office and legislative staff, legislators, media, and the public • Analyze and validate complex datasets • Evaluate data quality and reliability and identify trends and anomalies • Analyze the effects of legislation, policy changes, program design, economic conditions, demographic shifts, and other external factors on caseloads and service demand • Exercise independent analytical judgment and develop evidence-based solutions • Communicate and collaborate with ODHS and OHA staff, executives, budget and policy staff, legislative and Governor's Office staff, and other partners • Present complex or sensitive forecasting, policy, and fiscal information to technical and non-technical audiences • Meet established forecasting and reporting deadlines

🎯 Requirements

• Master's degree in economics or a related field, including applied social or biological sciences, and four years of experience doing predictive analytics, forecasting, and related social science research; OR Ph.D. in economics or a related field, including applied social or biological sciences, and one year of experience doing predictive analytics, forecasting, and related social science research • Demonstrated experience developing, validating, and refining complex forecasts, projections, statistical models, or other quantitative methodologies • Experience analyzing complex datasets, evaluating data quality and reliability, identifying trends and anomalies, and supporting accurate and defensible conclusions • Experience analyzing legislation, policy changes, program design, economic conditions, demographic shifts, and other factors influencing caseloads, program participation, or service demand • Ability to translate complex data, statistical methodologies, forecasts, and projections for non-technical audiences • Independent professional judgment and problem-solving ability • Experience with data analytics, especially relational databases and/or administrative data • Cover letter and resume required • Detailed work and education history required • Ability to work independently with minimal supervision, manage competing priorities, and meet forecasting and reporting deadlines • Ability to complete a criminal history and background check • Authorization to work in the United States; ODHS does not offer visa sponsorship • Occasional evening and weekend work may be required
