📋 Description

• Design, build, and maintain ETL pipelines and middleware transforming legacy HR data into Oracle Fusion HCM Data Loader and HCM Spreadsheet Data Loader formats • Process agency migrations ranging from 10,000-employee agencies to extra-large federal agencies • Lead development teams in designing and building Oracle Fusion HCM extensions using VBS, APEX, Application Composer, and Page Composer • Enforce the configuration-first principle for Oracle Fusion customizations • Design and develop custom page layouts, embedded applications, and extension UIs using JavaScript, HTML5, and Oracle JET within Visual Builder Studio • Build custom REST API integrations with Oracle Fusion HCM business objects and external federal systems via the federal APIM gateway • Develop BI Publisher reports and data extracts, including agency-specific templates, EHRI submissions, and Section 508-compliant reports • Manage sandbox environments and personalization layers across development, test, and production tenants • Establish development standards, code reviews, and version control practices for VBS and APEX extensions • Design and implement custom workflow extensions and approval routing for federal HR processes • Collaborate with functional consultants on technical designs, effort estimates, and development risks during SAFe Agile sprint planning • Conduct technical reviews and architecture assessments for build-versus-configure decisions • Support production deployments and troubleshoot extension-related defects with L3 technical support during go-live and hypercare • Analyze and resolve complex functional and technical issues independently • Mentor junior team members and guide consultants on Oracle Fusion HCM best practices • Lead small work efforts and technical initiatives and review deliverables

🎯 Requirements

• Must be able to obtain and maintain a Public Trust clearance • US citizenship required • Bachelor’s degree and 7 years of relevant experience; additional experience may substitute for a degree • 7+ years of software development experience focused on enterprise application extension and customization • 3+ years of hands-on development experience with Oracle VBS, VBCS, or Oracle APEX in Oracle Cloud HCM or ERP environments • Proficiency in JavaScript, HTML5, CSS3, and RESTful API development/consumption • Experience with Oracle Fusion extensibility tools including Application Composer, Page Composer, sandboxes, and personalization framework • Ability to lead development teams in Agile/SAFe environments, including code reviews, sprint planning, and technical mentorship • Experience with BI Publisher including data models, templates, and formatting • Understanding of Oracle Fusion Cloud upgrade cycles and extension upgrade-safety practices • 8+ years of software development experience, including 3+ years in a technical lead role on Oracle Cloud implementations (desired) • Oracle Cloud development certifications (VBS, APEX, OCI Developer) (desired) • Experience extending Oracle Fusion HCM for federal agencies or large enterprise environments (50,000+ employees) (desired) • Proficiency with Oracle JET and Oracle Fusion design patterns (desired) • Experience with Oracle Integration Cloud (OIC) for extension integrations and orchestrations (desired) • Familiarity with Section 508/WCAG 2.1 AA accessibility standards for web applications (desired) • Knowledge of Oracle Fusion HCM modules (Core HR, Compensation, Talent, Workforce Management) from a developer integration perspective (desired) • Experience with Oracle Cloud technologies such as OIC and OCI in enterprise HCM or ERP environments (desired)
