📋 Description

• Lead end-to-end deployment planning and execution for agency transitions to Oracle Fusion Cloud HCM • Manage timelines, resources, risks, dependencies, scope, schedules, and deliverables for agency deployments • Conduct agency readiness assessments covering data migration, integrations, security, training, and organizational change management • Develop cutover plans with sequencing, estimates, go/no-go criteria, rollback procedures, and communications • Coordinate parallel runs between legacy and Oracle Fusion HCM environments • Orchestrate cross-functional deployment activities across data migration, integration, security, training, OCM, and configuration teams • Manage hypercare support after go-live, including support resources, system performance, defects, and issue resolution • Lead knowledge-transfer sessions for agency HR teams • Develop and maintain the agency deployment playbook and incorporate lessons learned • Coordinate deployment wave schedules, agency sequencing, and migration dependencies with government leadership and agency stakeholders • Track and report deployment metrics including milestones, defect rates, data quality, user adoption, and operational stability • Manage a program sub-function or large multi-agency deployment portfolio with accountability for cost, schedule, and delivery outcomes • Lead multiple teams, drive workforce and staffing plans, coordinate proposal activities, and influence stakeholders on program delivery policies and practices

🎯 Requirements

• Bachelor's degree and 12 years of relevant experience; additional experience may be substituted for degree • 12+ years of experience in IT project management or deployment management for enterprise system implementations • 8+ years of experience leading ERP or HCM system deployments for federal government agencies, including multi-site or multi-agency rollout experience • Experience managing full deployment lifecycles including readiness assessments, cutover planning, go-live execution, parallel runs, and hypercare support • Experience managing deployment programs with multiple concurrent agency or site migrations requiring cross-functional team coordination • Strong stakeholder management skills with experience briefing senior government leadership (GS-15/SES equivalent) • Knowledge of federal HR systems and operations • Proficiency with Microsoft Project, Jira, Smartsheet, and Agile/SAFe delivery frameworks • Must be able to obtain and maintain a Public Trust clearance • US Citizenship required • PMP certification desired • SAFe certifications desired • Experience with federal HR system migrations desired • Experience with ITIL service transition practices and organizational change management frameworks (Prosci/ADKAR) desired • Knowledge of Oracle Fusion Cloud HCM deployment best practices desired • Understanding of Oracle Fusion Cloud HCM, Oracle Integration Cloud (OIC), and Oracle Cloud Infrastructure (OCI) desired
