⢠Design innovative, win-focused technical solutions for DoD solicitations, including RFPs, RFIs, BAAs, and OTAs ⢠Develop technical approaches that differentiate CSA solutions from competitors ⢠Create training solution architectures, LVC&G integration diagrams, CONOPS, and proposal graphics ⢠Analyze solicitation requirements and develop compliant, cost-effective technical solutions ⢠Collaborate with capture managers, program managers, business development teams, and technical SMEs ⢠Support customer engagements and technical discussions during capture activities ⢠Evaluate emerging training technologies, including XR/AR/VR, synthetic training environments, game engines, and AI-enabled adaptive training ⢠Develop technical discriminators and value propositions for competitive pursuits ⢠Design integrated LVC&G training solutions aligned with readiness objectives, training throughput, and life-cycle cost goals ⢠Conduct competitive analysis and assess competitor technical approaches ⢠Support orals preparation and technical presentations to government customers ⢠Provide technical solutioning for teaming agreements and subcontractor negotiations ⢠Participate in gate reviews and proposal color team reviews ⢠Write persuasive, compliant technical volumes for proposal submissions ⢠Develop executive summaries, management approaches, and past performance narratives ⢠Create content addressing evaluation criteria and win themes ⢠Craft technical approaches, strategic narratives, methodologies, communication plans, and risk management approaches ⢠Develop capability statements, white papers, and technical marketing materials ⢠Produce compliant responses to technical requirements and L/M/C matrices ⢠Ensure proposal content aligns with win strategy, themes, and discriminators ⢠Extract and articulate technical content with subject matter experts ⢠Edit and refine proposal sections for clarity, compliance, and persuasiveness ⢠Manage proposal content in collaboration tools ⢠Develop past performance case studies and project descriptions ⢠Support responses to RFIs, sources sought notices, and pre-solicitation activities ⢠Create graphics, tables, and visual elements ⢠Ensure compliance with page limits, formatting requirements, and solicitation instructions
⢠Must possess and maintain an active Secret Clearance ⢠Bachelor's degree ⢠Minimum 8 years of experience in solution architecture, training systems, modeling and simulation (M&S), or related technical roles ⢠Minimum 5 years of experience in proposal writing for DoD or Federal government contracts ⢠Proven track record of successful proposal wins ⢠Experience with the full proposal lifecycle from RFP release through submission ⢠Understanding of Federal acquisition processes (FAR/DFARS) and contract vehicles ⢠Strong understanding of Live, Virtual, Constructive, and Gaming (LVC&G) training environments ⢠Understanding of live, virtual, constructive, and gaming training systems and applications ⢠Knowledge of LVC interoperability standards and architectures, including HLA, DIS, and TENA ⢠Familiarity with Army Synthetic Training Environment (STE), Navy LVC training, and Air Force Operational Training Infrastructure (OTI) ⢠Knowledge of the DoD training and simulation acquisition community and customers ⢠Ability to translate customer training requirements into LVC&G solutions balancing fidelity, cost, and throughput ⢠Understanding of training exercise support, including exercise design, planning, execution, simulation center operations, and after action review ⢠Awareness of the LVC&G industry landscape ⢠Experience designing solutions for IDIQ, GWAC, and single-award contracts ⢠Proficiency with architecture and diagramming tools ⢠Knowledge of DoD training mission areas ⢠Understanding of government evaluation criteria and source selection processes ⢠Experience with multiple DoD customers, such as Army, Navy, and Air Force ⢠Expert-level persuasive and technical writing skills ⢠Ability to write compliant, compelling proposal content under tight deadlines ⢠Experience managing color team reviews and incorporating feedback ⢠Proficiency with MS Office Suite, Adobe InDesign, and collaboration platforms ⢠Strong understanding of win strategies, themes, discriminators, and ghost/counter strategies ⢠Ability to participate in person business development engagements at customer sites and conferences ⢠Ability to translate technical concepts for technical and non-technical evaluators ⢠Experience with compliance matrices and requirements management ⢠Knowledge of Shipley or APMP proposal best practices ⢠Excellent communication and presentation skills ⢠Ability to work under pressure and meet aggressive proposal deadlines ⢠Strong collaboration skills with cross-functional teams ⢠Exceptional attention to detail and quality focus ⢠Flexibility to adapt to changing requirements and last-minute proposal shifts ⢠Ability to manage multiple pursuits simultaneously ⢠Active Top Secret clearance with SCI eligibility preferred ⢠Hands-on LVC&G program experience preferred ⢠Prior military service with training simulations or training exercise experience preferred ⢠Shipley Associates proposal training or Certified Modeling & Simulation Professional (CMSP) certification preferred ⢠Ability to sit for extended periods and work at a computer workstation ⢠Ability to lift and/or move equipment weighing up to 25 pounds
