• Own the product vision, strategy, roadmap, and backlog • Serve as the primary technical and product liaison with CMS and other stakeholders • Lead solution discussions, gather requirements, facilitate decision-making, and build consensus • Drive solution discovery and recommend scalable, secure, and maintainable solutions • Communicate product vision, roadmap, delivery progress, risks, dependencies, and technical strategy • Lead technical direction, delivery, and day-to-day management of development teams • Mentor developers, conduct code reviews, manage workload priorities, and promote engineering best practices • Design and oversee system architecture for scalability, reliability, security, performance, and maintainability • Translate business objectives into effective technical solutions with cross-functional teams • Address architecture decisions, development issues, production support, and performance optimization • Improve software development processes, tooling, automation, DevSecOps, and engineering practices • Create and maintain architecture, design, implementation, and development documentation • Coordinate integration, testing, deployment, and production support across technical teams • Ensure unit, integration, automated, and performance testing strategies • Participate in issue triage, root cause analysis, and continuous improvement • Define and prioritize user stories, acceptance criteria, technical debt, compliance requirements, and architectural improvements • Lead sprint planning, backlog refinement, release planning, product demonstrations, and Agile ceremonies • Perform other duties as assigned
• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field • Must be a U.S. Citizen • Minimum of 7+ years of software development experience • At least 2–3 years in a Technical Lead, Engineering Manager, or similar leadership role • Experience defining product vision, managing roadmaps, prioritizing backlogs, and translating customer needs into technical solutions • Experience leading customer workshops, technical discussions, requirements gathering, and executive presentations • Experience leading cross-functional software development teams and technical delivery across multiple initiatives • Experience with microservices architecture and distributed systems • Experience with JavaScript, TypeScript, React, Node.js, REST APIs, HTML, and CSS • Experience with Docker and AWS ECS • Minimum of 2+ years of hands-on AWS services experience • Experience with CloudWatch, Splunk, New Relic, or similar observability tools • Experience with PostgreSQL or other relational databases • Familiarity with CI/CD pipelines, automated testing, and Jenkins or similar deployment tools • Knowledge of software architecture, secure development practices, software engineering principles, and modern design patterns • Experience with performance optimization, scalability, troubleshooting, and production support • Experience mentoring developers, conducting code reviews, and building technical teams • Experience with Git/version control systems and collaborative development workflows • Strong understanding of Scrum and Kanban, including backlog refinement, sprint planning, release planning, and Agile ceremonies • Excellent communication, facilitation, stakeholder management, and leadership skills • Experience with Amazon QuickSight, Slice, Alembic, Databricks, or similar reporting, analytics, and data visualization tools • Preferred: Master's degree in a related field • Preferred: Relevant certifications such as AWS Certified Cloud Practitioner, AWS Certified Developer – Associate, or Certified Scrum Master • Preferred: Experience with federal healthcare contracts and FISMA, NIST, FedRAMP, HIPAA, and related standards • Preferred: Experience working directly with CMS or other federal agencies
