• Lead successful implementation, institutionalization, and long-term sustainability of the International Youth Congress (IYC) • Integrate IYC recommendations and insights into organizational planning, policy development, program design, research, and continuous quality improvement • Build organizational readiness for meaningful youth partnership • Develop governance structures, feedback loops, accountability mechanisms, and decision-making pathways that elevate youth voice • Supervise the Youth Advocacy Program Manager • Manage the IYC budget and reporting to the SVP of Advocacy and Strategic Partnerships • Coordinate the IYC Advisory Board and oversee IYC curriculum development • Manage vendors and consultants supporting IYC capacity and member leadership development • Forge partnerships with organizations, experts, and stakeholders • Serve as point of contact for IYC site leads across the federation • Partner with Research and Impact to create research and evaluation opportunities for IYC members • Serve as operational partner and strategic advisor to the SVP • Monitor advocacy, youth engagement, partnership, prevention, and restoration initiatives, identifying risks, dependencies, challenges, and solutions • Coordinate advocacy priorities within the Advocacy Team workplan • Develop systems and processes for accountability, follow-through, buy-in, and visibility • Monitor strategic goals and key performance indicators and recommend actions to the SVP • Lead cross-functional planning across Advocacy, Research & Impact, Development, Communications, IT, Programs, and site leadership • Support senior leadership decision-making through briefings, recommendations, environmental scans, and strategic analyses • Facilitate leadership meetings, planning sessions, and implementation reviews • Support implementation of the International Advocacy Framework and federation-wide advocacy agenda • Coordinate advocacy activities and monitor policy opportunities, organizational responses, and advocacy outcomes • Develop policy briefings and recommendations on emerging issues • Provide legislative and regulatory analysis for federal, international, and regional opportunities • Liaise with policy and advocacy leaders addressing youth homelessness and child trafficking • Co-author blogs, white papers, policy briefs, and other thought leadership • Cultivate relationships with partner organizations and key decision-makers • Build pathways for youth advocacy, including policy analysis, skills training, and Advocacy Week participation • Provide training and technical assistance to Covenant House sites • Coordinate collection of advocacy performance metrics
• Seven plus years’ experience of progressive leadership experience in advocacy, public policy, coalition building, youth development, systems change, nonprofit leadership, or related fields • Demonstrated experience in youth work, including professional evolution from individual/ case-level work to program management and leadership • Demonstrated success leading complex, cross-functional initiatives from strategy through implementation • Proven experience influencing senior leaders and stakeholders without direct authority • Experience developing and executing operational/ implementation plans and performance measures • Prior experience managing direct reports • Project management excellence and ability to manage multiple initiatives simultaneously and deliver high-quality outputs on deadlines • Political judgment and ability to assess risk, timing, and stakeholder interests • Change management experience • Relationship management across levels, including CEOs, frontline staff, youth leaders, government officials, and community partners • Facilitation and convening expertise • Data literacy for advocacy, policy analysis, and decision-making • Familiarity with public funding systems and nonprofit financing • Cultural humility and intergenerational leadership experience • Comfort with ambiguity and entrepreneurial environments • Proficiency with Microsoft Office Suite, Teams, Zoom, and project management tools • Spanish fluency strongly preferred • Graduate degree in public policy, social work, psychology, sociology or related field preferred • Demonstrated experience supporting policy implementation and/or advocacy initiatives at international and/or federal and national levels • Significant knowledge of at least one major social determinant of health policy domain • Familiarity with federal legislative and regulatory processes and implementation mechanics • Experience working with nonprofits, public agencies, coalitions, or cross-sector partnerships • Experience navigating politically diverse environments and building bipartisan relationships • Ability to travel up to 25% • Ability to travel to New York City, Washington D.C., and throughout the Covenant House federation as required
