📋 Description

• Provide enterprise-wide leadership for electrical and mechanical energy control activities across construction and commissioning operations • Develop, govern, and continuously improve the Energy Control Program (HECP) • Lead MEP systems, energization planning, commissioning safety, and high-risk energy management • Ensure compliance with NFPA 70E, OSHA regulations, LOTO standards, and energized work controls • Establish technical authority, standardization, and accountability for energization, testing, and system startup activities • Serve as the enterprise escalation point for complex energy control decisions and high-risk commissioning events • Develop and maintain enterprise hazardous energy control programs • Establish standardized energization, LOTO, and commissioning safety protocols across projects • Define qualification standards and authorization processes for Energy Marshals • Oversee enterprise-level auditing and compliance systems • Partner with Commissioning Directors and MEP leaders on energization sequencing and startup planning • Review and approve first-time energization plans, complex system releases, and commissioning MOPs • Ensure SafeState verification prior to system energization • Oversee temporary power installations, primary injection and hi-pot testing, switchgear and bus energization, and mechanical system pressurization and startup • Lead and develop the enterprise-wide Energy Marshal Program • Directly manage Energy Control HSE Managers and Senior Energy Marshals • Approve Energy Marshal certifications and field authorizations • Establish annual competency validation and technical standards • Integrate Energy Control requirements into High-Risk Activity planning • Participate in four-week look-ahead reviews • Oversee the Energy Risk Register • Ensure direct controls are defined and validated before release of energy • Drive reduction of electrical and mechanical SIF exposure • Develop energy-control KPIs and conduct incident investigations and root-cause reviews • Lead quarterly audits of energization events and LOTO compliance • Host enterprise energy safety summits or technical forums • Drive lessons-learned integration across projects and campuses • Promote a 100% direct-control-in-place philosophy • Reinforce stop-work authority for Energy Marshals • Mentor HSE and operational leaders • Champion SafeState before energization • Provide technical thought leadership across the organization

🎯 Requirements

• Bachelor’s degree in Engineering, Construction Management, Safety, or related field (or equivalent experience) • 10+ years of experience in electrical construction, commissioning, or mission-critical environments • 7+ years leading high-risk electrical and mechanical energy control programs • Deep technical expertise in NFPA 70E • Deep technical expertise in Lockout/Tagout (LOTO) • Deep technical expertise in electrical testing and commissioning • Deep technical expertise in energization sequencing • Deep technical expertise in protective coordination and arc flash analysis • Demonstrated leadership of multi-site or campus-level operations • Preferred: Certified Electrical Safety Compliance Professional (CESCP) • Preferred: Certified Safety Professional (CSP) • Preferred: Licensed Professional Engineer (PE) or Master Electrician • Preferred: NETA Certification (Level III or IV) • Preferred: OSHA 500 or equivalent instructor-level certification
