• Manage key aspects of project development, implementation, and consolidation under the Chief of Party • Serve as a secondary point of contact to the donor and public, private, and nongovernmental stakeholders • Manage project functions to meet donor expectations for timely, quality results, milestones, and budget • Coordinate program and operations leads and uphold CRS program quality standards • Lead and oversee multi-country operational implementation across participating countries, consortium partners, and project teams • Oversee finance, contracts, procurement, administration, human resources, information technology, logistics, and security functions • Establish operational systems, processes, and controls for milestone-based deliverables • Supervise, coach, mentor, and develop project staff; manage team dynamics and staff well-being • Contribute to staffing plans and senior staff recruitment • Monitor and mitigate operational risks and maintain safety and security policies and plans • Strengthen internal controls and ensure efficient, compliant, and accountable operations • Track finances and oversee partner budgets, administration, and donor reporting • Strengthen partner operational capacity and systems • Maintain relationships with consortium partners and coordinate member organizations • Create safe conditions for learning and rapid response to deficiencies • Identify performance gaps and recommend training and technical assistance • Oversee subaward and vendor management, including due diligence, award administration, procurement, monitoring, compliance, and grants staff supervision
• Bachelor’s degree in international development, International Relations, or a relevant technical area • Minimum of 5 years’ relevant management and technical experience • Minimum of 2 years’ experience managing donor funds, including multi-country grants • Recognized technical experience and qualifications in the sector, demonstrated by peer-reviewed publications, conference presentations, or similar evidence • Experience coaching and mentoring project staff • Successful management experience with complex, high-value, multi-activity projects and logistics • Staff management experience conducive to a learning environment • Strong knowledge and experience in budget management • Strong knowledge of MS Office, including Excel, Word, PowerPoint, and Visio • Knowledge of web conferencing applications and information and budget management systems • Strong strategic, analytical, systems-thinking, and problem-solving skills • Strong relationship management abilities • Team leadership abilities with diverse and multidisciplinary teams • Fluency in English required • Must be willing and able to travel up to 35% • Must be legally able to work where the position is performed • Successful candidates requiring residence or frequent travel outside their home country must clear pre-employment medical clearance • Must sign and adhere to the CRS Code of Conduct
