📋 Description

• Serve as the single point of accountability for Mythics’ prime contractor responsibilities • Lead contract execution and customer-facing governance for the Federal Payroll Modernization program supporting USDA National Finance Center • Ensure execution aligns with contract scope, customer expectations, cost, schedule, quality, security, and risk posture • Establish governance across Mythics, Deloitte, Oracle, USDA, and other stakeholders • Provide visibility into delivery risks, financial exposure, customer issues, and subcontractor performance • Manage contractual obligations, deliverables, acceptance, modifications, option periods, and performance commitments • Ensure subcontractors execute within prime contract and subcontract agreement boundaries • Lead steering committee materials, executive briefings, decision logs, status reporting, dashboards, KPIs, RAID reporting, issue escalation, and action tracking • Maintain audit-ready documentation for decisions, assumptions, risks, scope changes, customer communications, and deliverable acceptance • Hold Deloitte and other subcontractors accountable for schedule, quality, staffing, deliverables, issue resolution, and customer commitments • Own enterprise RAID processes and develop mitigation and recovery plans • Monitor financial performance, burn rate, funding, backlog, profitability, invoices, and forecast accuracy • Support deal reviews, funding reviews, contract modifications, and executive financial reporting • Serve as a trusted Mythics representative to USDA stakeholders and executive leadership • Facilitate customer communications, expectation management, executive escalations, and governance meetings • Maintain oversight of integrated master schedule, milestone tracking, critical path, deliverable gates, and acceptance criteria • Drive readiness reviews for demonstrations, testing gates, cutover, deployment, and hypercare • Perform other duties as assigned

🎯 Requirements

• Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field and/or equivalent experience • US Citizen with the ability to pass a federal background investigation • 15+ years of experience leading large-scale Federal IT, enterprise transformation, or mission-critical modernization programs • 10+ years managing system integrator, subcontractor, or complex partner delivery relationships on federal programs exceeding $50M • Prior experience serving as Prime Contractor Program Manager, Program Director, or Senior Program Executive • Experience managing organizations or integrated delivery teams of 70+ professionals across multiple workstreams • Experience managing multiple subcontractors, delivery partners, and customer stakeholders in a prime/subcontractor environment • Experience with enterprise ERP, HCM, payroll modernization, shared services, cloud transformation, or large-scale SaaS implementation programs • Experience managing fixed-price, performance-based, BPA, IDIQ, task order, or other complex federal contracting models • Strong understanding of program financial management, scope management, schedule management, quality management, and enterprise risk management • Demonstrated ability to lead executive governance forums and communicate effectively with federal customers, subcontractors, and senior leadership • Knowledge of Oracle Fusion Cloud HCM, Oracle Fusion Payroll, Oracle Cloud Infrastructure (OCI), federal payroll modernization, USDA National Finance Center, Defense Civilian Pay System, shared service organizations, federal financial management, COBOL legacy modernization, mainframe migration, Agile delivery, DevSecOps, FedRAMP environments, and large-scale data conversion, testing, cutover, deployment, and hypercare governance • Pre-employment drug test required
