📋 Description

• Support the Program Manager in overseeing contract performance across the EBCS IDIQ and active task orders • Lead planning and execution of multiple concurrent task orders across geographically dispersed Army Reserve facilities • Develop and maintain integrated master schedules and task order schedules in Microsoft Project • Translate statements of work and technical requirements into work plans, work breakdown structures, acceptance criteria, and reporting cadences • Monitor financial performance, labor utilization, subcontractors, procurement, changes, and forecasts • Maintain RAID logs, action registers, decision logs, deliverable trackers, change control, and document/configuration management • Coordinate technical, engineering, construction, commissioning, cybersecurity, IT/OT, and field teams • Manage vendors and subcontractors and resolve performance and delivery issues • Prepare status reports, executive briefings, task order reviews, and customer communications • Facilitate meetings, document decisions and action items, and ensure follow-through • Identify risks, schedule conflicts, cost pressures, and performance issues and implement corrective actions • Establish repeatable program-management processes, templates, metrics, and lessons learned • Mentor project managers and coordinators • Support task order proposals, staffing plans, basis-of-estimate inputs, technical approaches, and transition to execution

🎯 Requirements

• Bachelor’s degree in Engineering, Construction Management, Facilities Management, Business, Information Systems, or a related field; relevant additional experience may be considered in lieu of a degree • Minimum of 8 years of progressively responsible project or program management experience • Experience leading complex, multi-site, or multi-workstream delivery, including federal or Department of Defense programs • Experience managing an IDIQ or comparable contract portfolio with multiple concurrent task orders • Advanced hands-on experience with integrated schedules in Microsoft Project • Experience leading teams delivering building automation, building controls, facility controls, utility monitoring, smart-building, or comparable operational technology initiatives • Working knowledge of HVAC, direct digital controls, commissioning, systems integration, building automation architectures, and BACnet, LON, or Modbus • Experience with Tridium Niagara 4 or a comparable platform • At least one relevant advanced credential, such as PMI-SP, PgMP, CCM, OSHA 30-Hour, Tridium Niagara 4, or comparable certification • Active Secret clearance or demonstrated prior eligibility to hold a federal security clearance • Active PMP Certification • Advanced project scheduling and planning capability • Working knowledge of federal IDIQ and task order execution • Strong customer-facing communication, facilitation, negotiation, and executive briefing skills • Financial and analytical judgment using cost, schedule, staffing, and performance data • Ability to manage competing priorities and high-pressure delivery across multiple locations • Ability to coach project personnel and hold contributors accountable • Advanced proficiency in Microsoft Project • Proficiency with Microsoft 365, including Excel, PowerPoint, Word, Outlook, Teams, and SharePoint • Experience with Smartsheet, Jira, Confluence, or comparable program-controls and collaboration tools • Working knowledge of building controls, facility systems, IT/OT integration, and technical documentation • Background investigation required • Ability to work Monday through Friday, generally eight hours per day, with flexibility across customer time zones • Willingness to travel primarily domestically to Army Reserve facilities, customer meetings, and project sites • Ability to lift up to 35 pounds at times
