• Set the vision, direction, goals, and strategic objectives for CMS data warehouse and analytics products • Translate CMS program and business objectives into product strategies and multi-release roadmaps • Coordinate major initiatives across CMS stakeholders, data governance, security, and enterprise architecture • Oversee multiple teams, projects, and programs aligned to product goals • Manage release planning and execution across product, development, QA, operations, security, and infrastructure teams • Define release scope, objectives, success criteria, dependencies, and risk posture • Create short- and long-term product line plans and adjust schedules, scope, and targets as priorities change • Solicit, define, analyze, and manage complex business and system requirements • Facilitate development design sessions and ensure technical feasibility and architectural alignment • Partner with test and QA teams to ensure requirements are implemented and tested • Perform product and project quality control throughout development and release cycles • Document team agreements, sprint plans, release plans, product decisions, and retrospectives • Engage CMS business owners, program leadership, developers, scrum teams, data architects, and operations staff • Conduct client meetings and deliver presentations on roadmaps, status, risks, trade-offs, and outcomes • Resolve conflicts, negotiate priorities, and escalate issues when needed • Make data-driven product and delivery decisions • Lead cross-functional alignment across multiple agile teams • Oversee resource planning, capacity management, and prioritization • Delegate work while maintaining accountability for outcomes • Mentor managers, technical leads, and other exempt professionals

🎯 Requirements

• BA/BS in Computer Science or related technical discipline, Information Systems, Engineering, Business, or a related field; or equivalent combination of education, technical certifications/training, or work experience • 10+ years of Business Analyst and/or Product Management experience • Significant experience in a senior or lead role overseeing multiple teams or product lines • Experience managing complex, multi-team initiatives or product portfolios in a technology-driven environment • Prior experience in a CMS environment with Medicare/Medicaid claims and associated data • Extensive experience soliciting, defining, and managing business and system requirements for large-scale data, analytics, or platform products • Experience overseeing release planning and execution across multiple teams or components • Strong familiarity with databases and data warehouses, including on-premise and cloud-based solutions • Ability to understand and communicate data architecture, cloud, integration, and security concepts to technical and non-technical audiences • Excellent customer service and communication skills, including presenting to all levels of leadership and CMS • Strong problem-solving, strategic thinking, and decision-making abilities • Demonstrated experience with Agile frameworks, including Scrum, SAFe, or Kanban, and leading cross-functional agile teams • Proven ability to lead through influence, foster collaboration, and manage stakeholders in a matrixed environment • Experience mentoring or managing managers, technical leads, or senior professionals • Ability to pass a CMS background check • Must have lived in the U.S. at least three out of the last five years • AWS Cloud computing and cloud-native data services experience preferred • SQL or similar querying language experience preferred • Integrated Data Repository and other CMS data warehouse project experience preferred • DevOps/CI-CD pipeline experience preferred • Product management or agile leadership certifications such as CSPO, SAFe POPM, or PMP preferred
