• Support and manage programs serving State Health customers and state government clients • Oversee complex IT contracts and technology service offerings • Support program operations and lead large teams • Maintain customer relationships and partner with internal resources, vendors, subcontractors, State partners, and CMS • Support change control activities across the program • Coordinate DDI, Certification, and O&M/Configuration phases • Translate program, technical, and policy requirements into actionable guidance • Manage client communications regarding system design, development, and program activities • Report status, risks, decisions, and program impacts to leadership, the State, CMS, and partners • Prepare documentation supporting regulatory, certification, and contract obligations • Mentor staff and promote knowledge sharing • Support contract administration and manage program phases from initiation through completion • Oversee contractual deliverables, milestones, reporting requirements, and compliance • Track issues and decisions and manage resolutions • Monitor performance metrics, deliverable quality, and certification compliance • Support effort estimation, milestone planning, progress monitoring, and resource allocation • Drive CMS certification processes and completion of required artifacts and evidence • Facilitate operational readiness and transition activities • Recommend process and performance improvements • Serve as a primary point of contact for program activities • Support schedule, cost, and technical performance reviews • Provide direction to cross-functional teams and lead interactions with CMS, the State, vendors, and subcontractors • Participate in contract discussions, modifications, proposals, business plans, statements of work, budgets, and contract-term negotiations
• Bachelor’s degree in a related field, or a combination of education and four additional years of directly relevant experience • Minimum of five years of program management experience with complex IT and/or Operations contracts within Medicaid or the healthcare industry • Minimum of five years’ experience managing staff • Minimum of three years’ experience in provider operations and/or claims processing support preferred but not required • Minimum of five years in design, development, implementation, operations, maintenance, or modification of large MMIS or insurance applications • Familiarity with Medicaid provider screening, enrollment, and monitoring • Experience managing healthcare programs for a state agency or contractor serving a State health program • Experience managing large software development programs with budgets exceeding $10M a year or prior experience as an account manager for state health programs • Proven ability to manage complex organizations supporting State health programs • Strong understanding of State customer needs, priorities, and funding structures • Experience managing large-scale software development initiatives • Ability to communicate clearly and collaborate across teams • Selected applicant may be required to undergo a government security investigation, including fingerprinting • US citizenship is not required
