📋 Description

• Serve as the technological point person for the business throughout the Inquiry to Order (ITO) phase • Provide technical expertise and develop technical solutions during the pre-ITO requisition process while interfacing with the commercial team • Deliver high-quality, compliant, effective, and cost-competitive GE proposals with reduced overall performance risk • Ensure technical proposal accuracy, including specifications, clarifications, assumptions, exceptions, design and deliverables, installation scope, cost allocation, bills of materials, and engineering, installation, testing, and commissioning estimates • Perform basic studies to verify proposed solution specifications and designs • Provide technical support for subcontractor and power equipment bid packages • Support customer presentations of technical capabilities and proposals • Design and implement methodologies, templates, and libraries to improve cost-estimate accuracy and engineering efficiency • Write technical specifications for equipment and services and work with project managers and Sourcing to manage quotes and vendor responses • Work with the Proposal Manager, AE team, and multidisciplinary engineers on Engineer, Procure, and Construct estimates • Develop estimates for utility, industrial, and renewable substations, protection and control and equipment programs, Systems and Communications projects, and BOP projects including FACTS and HVDC segments • Apply knowledge of relevant markets, customer economic value, competition, and differentiators to support winning bid strategies • Use judgment to solve moderately complex operational, product management, manufacturing, technology, and engineering problems • Build consensus and influence others on technical topics

🎯 Requirements

• Bachelor of Science in Electrical Engineering or an equivalent technical degree • Minimum 5 years of experience with substation/electrical design, studies, specifications, estimating, and construction in substation, transmission, or power generation projects • Minimum 2 years of technical proposal writing and proposal management experience • Up to 20% travel, potentially including international travel • Must comply with company travel and tax policies • Must be legally authorized to work in the United States • Experience with large and complex substation project proposal development • Experience with full turnkey substation solutions, EPC, EPCI, including civil works • Experience developing technical strategy based on customer CTQs and desired outcomes • Expertise in power transmission and distribution equipment and systems, electrical substations, and protection devices • Knowledge of equipment installation, construction, and field operations • Experience estimating engineering design packages, including drawings, calculations, studies, and bills of materials • Experience with power system studies and MV/HV/EHV/UHV gear • Knowledge of project estimating methods and cost engineering theory • Knowledge of HV/EHV substation physical/outdoor design and construction, including foundation design and site preparation • Knowledge of substation protection and control schemes, SCADA communication systems, factory and site testing, commissioning methods, and maintenance • Construction, field testing, and commissioning experience • Knowledge of IEEE and ANSI standards and codes, including NEC and NESC • Working knowledge of power systems automation equipment, SCADA applications, and communication applications • PE license in the United States/Canada preferred • Successful completion of a drug screen, as applicable
