📋 Description

• Oversee program delivery activities related to IT system modernization and implementation of federal budget and execution processes. • Participate in the analysis and improvement of financial and budgetary business processes. • Serve as a primary point of contact for assigned workstreams, ensuring alignment of scope, priorities, and deliverables. • Provide clear, consistent communication between project teams and client stakeholders. • Review, analyze, and evaluate business processes and user needs, producing requirements, recommendations, documentation, and deliverables. • Facilitate workshops and working sessions to gather, validate, and refine requirements. • Work with product owners, project managers, and technical teams to convert business needs into development tasks. • Develop user stories and ensure requirements are complete before sprint planning. • Apply business process and system analysis techniques to improve operational effectiveness. • Lead development of business requirements, functional specifications, process flows, data flow diagrams, test scenarios, traceability matrices, wireframes, user stories, and use cases. • Conduct presentations for technical and non-technical audiences. • Collaborate with developers and technical teams on issue resolution, enhancement planning, and implementation. • Use project management and Agile best practices to align and deliver business and technical requirements. • Create and deliver executive-level reporting and presentations. • Support issue, risk, dependency, and change management activities. • Build client and team relationships and help resolve project challenges. • Provide guidance, coaching, and mentorship to junior team members. • Contribute to a positive and collaborative team environment and pursue professional growth.

🎯 Requirements

• U.S. Citizenship or authorization to work in the United States with the ability to obtain and maintain a federal Public Trust clearance. • Bachelor's degree or equivalent experience. • Minimum three (3) years of experience as a Business Analyst supporting Agile software development projects. • Understanding of Agile methodologies and the software development lifecycle (SDLC). • General understanding of web-based applications and modern technologies. • Experience using Microsoft Office products, including Word, Excel, and PowerPoint. • Experience with process modeling and documentation tools such as Visio, Draw.io, Lucidchart, or similar platforms. • Experience coordinating and communicating across multiple teams and stakeholder groups. • Experience supporting system implementation, modernization, digital transformation, or technology platform initiatives. • Familiarity with system integration concepts, information architecture, governance, and data exchange. • Strong presentation, facilitation, and communication skills. • Ability to communicate complex technical concepts to non-technical audiences. • Strong interpersonal, organizational, and leadership skills. • Ability to effectively manage multiple priorities in a dynamic environment. • Customer-service mindset with strong stakeholder engagement skills. • Demonstrated ability and desire to learn new technologies, tools, and methodologies. • Ability to balance strategic objectives with detailed requirements analysis. • Adaptable, dependable, self-motivated, and able to work independently. • General understanding of DevOps principles and software delivery practices. • Experience with requirements management and collaboration tools. • Experience creating, managing, and maintaining knowledge repositories and project documentation. • Experience with Appian, Jira, or similar low-code and Agile delivery platforms is nice to have. • Experience supporting government, public sector, or large enterprise technology modernization initiatives is nice to have. • Experience with financial, procurement, acquisition, operational, or PPBE business processes is nice to have. • Experience analyzing data and transactions to support defect investigation, root cause analysis, and solution development is nice to have.
