• Set up and report contract costs in accordance with contract terms and conditions • Support contract setup and cost reporting for accurate project cost tracking and financial reporting • Assist with pricing build-ups for contract opportunities • Interface with Accounting/Finance regarding Costpoint or alternate accounting software setup and functions • Train and lead responses to internal questions about Costpoint and accounting software setup or functions • Assist with recurring customer invoice submissions and required backup documentation • Monitor and report customer invoice submission status • Support contract closeout, including verification of vendor and subcontractor release-of-claims receipts • Review employee timekeeping and charge-code allocations against contract requirements • Advise on invoicing issues and support billing adjustments • Participate in contract kick-off meetings and identify contract variables for timely system setup • Monitor and report contract funding levels, documentation status, burn rates, performance periods, renewal dates, and subcontractor/vendor agreements • Review accounts payable for subcontractors and vendors • Support internal annual audits • Gather contract data for government reporting and contract deliverables • Monitor contract activity and issues affecting timely and accurate billing and collection • Monitor cash-flow projections and provide analysis • Support preparation of project budget worksheets • Participate in team meetings and provide ongoing project-cost status updates • Oversee accounting activities for construction contracts, including funding, cost tracking, budgets, change orders, retainage, subcontractor payments, and progress billings • Review project financial performance and coordinate with Project Managers, Accounting, and Contracts personnel • Monitor contract modifications, change orders, and funding adjustments
• Good to excellent computer skills; proficient with MS Office • Advanced user of Microsoft Excel • Advanced knowledge of Deltek Costpoint and other common accounting software systems • Knowledge of contract billing types including fixed firm price (FFP), time and materials (T&M), and cost plus (Cost+) • Knowledge of government contracting terminology including IDIQs, ACRNS, At Risk, Period of Performance, SCA, CLINs, and work breakdown structures • Ability to read and comprehend moderate to complex written and oral communication • Strong professional communication skills • Ability to manage one’s own time and prioritize, organize, and accomplish work • Strong analytical and problem-solving skills • Ability to work independently and in a group • Detail oriented and task driven • Ability to work in a fast-paced environment • Valid driver’s license and insurability under the company insurance provider/program • Three to five years of experience in financial project management, preferably associated with government contracting • Three to five years of experience with construction contract accounting, project controls, or project financial management, preferably supporting federal or commercial construction projects • Demonstrated experience overseeing construction contract accounting and financial administration, including progress billing, retainage, subcontractor invoicing, change order management, and project cost reporting • Working knowledge of construction project accounting principles, contract funding management, job cost tracking, and earned value or budget-to-actual reporting methodologies • Experience using Deltek Costpoint or similar ERP/accounting systems highly preferred • Bachelor’s degree in a related field from a four-year college or university or equivalent experience
