📋 Description

• Set, own, and advance Hope Services' policy agenda • Staff the Board of Directors' Policy Committee by preparing agendas, briefing materials, policy positions, and follow-up actions • Represent Hope Services and the disability inclusion movement to policymakers, funders, regional centers, peer organizations, coalitions, and other external audiences • Develop Hope's positions on state and federal IDD strategy issues, including funding, regulatory, and legislative matters • Track legislation and regulatory activity; craft policy arguments, testimony, support letters, and advocacy materials • Build relationships with legislators, legislative staff, regional center leadership, and coalition partners • Partner with the Participant Advocacy Committee to elevate participant voices in policy efforts • Build and manage executive-level relationships with IDD-inclusive corporate employers to expand inclusive hiring pipelines • Oversee corporate volunteer engagement and employer volunteer events from ideation through delivery • Cultivate executive champions to secure hiring commitments, in-kind resources, and funding • Manage relationships with four-year higher education, community college, corporate, academic, and government partners • Identify and pursue partnership and funding opportunities • Provide strategic direction and dotted-line alignment to Inclusive Education and Employer Programs • Directly supervise the Special Projects Manager overseeing client advocacy, benefits navigation, and volunteer engagement • Serve on Hope Services' Executive Team and contribute to organization-wide strategy and culture • Manage department budget, planning, and reporting with Finance and the CEO • Mentor and develop staff and represent the department in planning, board meetings, and organizational initiatives • Travel locally and regionally, with occasional statewide travel, for coalition meetings, legislative visits, partner sites, and community events

🎯 Requirements

• Bachelor's degree required • Master's degree in public policy, public administration, disability studies, social work, or a related field preferred • Minimum of 10 years of experience working in and advocating for disability inclusion, equity, or a closely related human services field • Demonstrated experience crafting policy arguments and legislative advocacy strategy, including supporting or sponsoring bills, drafting testimony, and engaging legislators and their staff • Track record of cultivating and managing executive-level relationships with corporate, academic, or government partners • Prior supervisory experience, including managing staff and cross-functional or dotted-line teams • Experience staffing or supporting a governing board or board-level committee strongly preferred • Deep knowledge of the IDD field, disability rights history, and the policy landscape shaping service delivery, including the Lanterman Act, DDS and regional center systems, and ADA • Strong government relations and legislative affairs skills • Executive presence and public speaking ability • Relationship-building and negotiation skills with corporate and academic executives • Program and event management skills • Strong strategic thinking and ability to balance competing priorities • Excellent written and verbal communication skills • Collaborative leadership style • Commitment to advancing disability inclusion, equity, and Hope Services' mission
