📋 Description

• Build ICF's Public Assistance & Recovery presence across FEMA Regions 1, 3, 5, 7, 8, 9, and 10 • Develop and execute regional capture strategies, including target client mapping, teaming partnerships, and pipeline development • Build senior relationships with state and local emergency management agencies, risk/insurance offices, and public assistance grant recipients • Grow existing toe-hold engagements into broader accounts • Represent ICF at regional industry events, state emergency management association meetings, and client conferences • Gain competitive intelligence on client needs, priorities, and incumbent contracts • Lead proposal development and submission, coordinate technical volumes, and own RFP compliance and schedules • Oversee go/no-go decisions and escalate multi-region or above-threshold opportunities • Contribute to pricing and teaming strategy • Own regional portfolio P&L and oversee scope, schedule, and budget delivery • Recruit, onboard, and build delivery capacity as new work is awarded • Manage regional Project Managers and hold delivery to FEMA compliance and quality standards • Own staffing and utilization planning • Establish repeatable delivery processes and quality controls aligned with Division standards • Report to the Recovery Service Line Lead

🎯 Requirements

• Bachelor's degree • 7+ years combined EM/FEMA experience, including at least 3+ years in a leadership or client-facing capacity • 3+ years of direct experience managing multi-client portfolios and Project Managers • Experience winning or managing state master service agreements, on-call contracts, or other long-term procurement vehicles • Working knowledge of the FEMA Public Assistance Program, including the Stafford Act, 44 CFR Part 206, and PAPPG • Willingness to travel extensively, up to 50%, within the region • Existing relationships with state emergency management agencies, risk/insurance offices, or recovery organizations within Regions 1, 3, 5, 7, 8, 9, and/or 10 (preferred) • Experience with emergency planning, preparedness, EOC activations, and incident management (preferred) • PMP or CEM (preferred)
