📋 Description

• Oversee day-to-day execution of HMIS operations, ensuring reliability, efficiency, and quality • Ensure data projects, reports, analytic deliverables, system improvements, upgrades, and feature releases are delivered on time, within scope, and within budget • Develop and enforce processes and procedures for system performance, availability, and data quality • Resolve complex technical and operational issues with the HMIS vendor and cross-functional teams • Ensure HUD HMIS requirements and CoC HMIS policies and procedures are implemented correctly • Coordinate with CoC HMIS and data leadership, vendors, technical support teams, and internal and external partners • Review funder and policymaker reports for data quality, compliance, and usability • Communicate technical concepts to technical and non-technical stakeholders • Collaborate with HMIS participating agencies and cross-functional partners • Manage and support professional development of data analysts, system administrators, quality assurance specialists, and technical specialists • Align CoC and organizational strategy with HMIS team priorities • Provide coaching, feedback, and development planning • Foster a high-performance, inclusive, and collaborative team culture • Ensure resource allocation and workforce planning • Monitor system performance and identify optimization opportunities • Provide leadership updates on vendor performance, HMIS participation, data quality, and performance measures • Support organizational compliance standards and best practices • Remove operational barriers and facilitate coordination across teams • Drive continuous improvement in processes, tools, and workflows

🎯 Requirements

• Bachelor’s degree in Data Analytics, Computer Science or Information Systems, Public Policy and Administration, Business, Planning, or a related field; master’s degree preferred; equivalent experience may be considered • Professional experience working with HMIS and homeless services data systems • Thorough understanding of HMIS software requirements • Proven ability to manage professional teams and deliver operational or technical outcomes • Strong understanding of data systems, operations, and technical environments • Strong understanding of project management methodologies relevant to software development and the data management lifecycle • Experience with complex problem-solving in data or system-related contexts • Experience interpreting data and analytical reports, identifying policy implications, and developing and delivering recommendations to executive leadership • Knowledge of HMIS governance, policy, and administration • Ability to execute long-term strategies through short-term operational and tactical activities • Experience with training delivery and technical assistance • Understanding of the McKinney-Vento Act and regulations governing CoC and ESG programs and other federal mainstream housing and services programs
