📋 Description

• Work with Development and Operations teams on federal standards-based ICAM development, implementation, and operations • Lead and facilitate meetings with internal team members and client representatives to drive ICAM standards compliance • Communicate complex technical issues and business-process impacts to non-technical stakeholders • Provide authoritative guidance on ICAM standards, policies, and technical implementations • Draft strategies to achieve target states focused on compliance and sound ICAM architectures • Author Knowledge Based Articles for Help Desk staff • Perform risk management activities and provide mitigation strategies • Participate in long-term planning and vendor engagement working sessions • Conduct stakeholder analysis for complex programs • Define goals and metrics at project startup and work independently with diverse stakeholders • Work cross-functionally across client business units, program and product management, and Agile teams • Lead an Agile team within an enterprise-wide federal ICAM program

🎯 Requirements

• Experience with large-scale ICAM implementations • Strong understanding of Federal ICAM (FICAM) Architecture and Playbooks • Understanding of Federal Public Key Infrastructure (FPKI), PIV, Derived PIV, and Entra ID certificate-based authentication • Experience with Agile methods, including Scrum and Kanban • Excellent diagnostic, critical thinking, and analytical skills • Ability to understand business challenges and recommend strategies and technical solutions • 5+ years maintaining Active Directory and Entra Connect • 2+ years using Azure CLI and/or Azure PowerShell Modules • 2+ years developing, maintaining, and/or troubleshooting SAML-based applications • 2+ years developing, maintaining, and/or troubleshooting OIDC/OAuth 2.0 applications • Strong understanding of Entra ID concepts, including enterprise applications, app registrations, managed identities, service principals, conditional access, authentication strengths, NIST 800-63B, SCIM, user provisioning, Entra External ID, and Identity Experience Framework policies • Experience using GitHub for source control and change management (CI/CD) • Bachelor’s degree or higher required • US Citizenship required • Ability to obtain a U.S. Government clearance
